The IACUC procedures for protocol review are asfollows: The Principal Investigator (PI) submits an original protocol to the CommitteeCoordinator who then assigns a protocol number for reference and submits copies to eachmember of the committee. A meeting date is set by the Committee Coordinator, at whichpoint the committee discusses and reviews any pertinent issues regarding the submission.From the minutes of the meeting the Committee Coordinator then issues writtendocumentation to the PI regarding approval, non-approval with possible specificmodifications or withheld approval.Review and approve, require modifications in (to secure approval) or withhold approval ofproposed significant changes regarding the use of animals in ongoing activities as set forthin the PHS Policy at IV.C.Notify faculty investigators and the Institution in writing of its decision to approve or withhold approvalof those activities related to the care and use of animals, or of modifications required to secure IACUCapproval as set forth in the PHS Policy at IV.C.4.All of this Institution’s programs and facilities (including satellite facilities) for activitiesinvolving animals have been evaluated by the IACUC within the past six months and will bere-evaluated by the IACUC at least once every six months thereafter, in accord with the PHSPolicy IV.B.1-2.

These people are oftensought by the business and professional community to provide consulting or otherprofessional services. It is the policy of Morgan State University, consistent withBoard of Regents Policy on Professional Commitment of Faculty, thatprofessional consultancy by full-time and part-time faculty and professional staffmembers is permitted when responsibilities to the University have been fullysatisfied as determined by the responsible administrator, and if there is no conflictof interest.I. Procedures for Reporting Paid Professional ConsultancyA. A report must be made by a staff member doing outside paid consultingwork to the Department Chair and Dean in writing, within ten (10) days ofthe close of each semester, and must contain:1. the number of hours worked, and the dates;2. the company, agency, or organization for which the work wasperformed; (names of clients or patients need not be disclosed if thiswould be a breach of ethical standards)3. the general nature of the work.The staff or faculty member's failure to report shall be grounds forappropriate personnel action, which may include termination ofemployment at the University.B. Reports are signed by the Department Chair, Dean and Vice President forAcademic Affairs (VPAA). The VPAA forwards the reports to thePresident of President's designee.. Prior Approval of Consulting and Professional ServicesPaid consultancy or professional service must be approved in writing in advanceby the Dean, VPAA and the President or President's designee. A writtenexplanation of the services to be rendered and the time involved should besubmitted.Consultancy to University Administered GrantsPaid consultancy for contracts or grants administered through the University isgenerally not allowed. A waiver may be granted by the President in unusual or exceptionalcircumstances. A written request for a waiver should be made to the Department Chair,the Dean, the VPAA and to the President or President's designee for final review andapproval. The request should contain a detailed explanation of the services to be renderedand an explanation of the unusual circumstances which may warrant a waiver of thenormal policy.Approved by the Board of Regents March 20, 1996
