PAGE 19 * <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> Faculty Handbook1.4 Administrative StructureThe administration of <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> includes the President,a management team and executive staff. The <strong>University</strong> is composedof five administrative divisions: Academic Affairs, Finance andManagement, Student Affairs, Planning and Information Technologyand <strong>University</strong> Advancement. The administrative divisions are managedby a vice president whose duties and responsibilities include planning(program and budget), developing, organizing, monitoring andevaluating the activities and performance within the division.1.4.1 The PresidentPursuant to §14-104 of the Education Article of the Annotated Code ofMaryland, the President of the <strong>University</strong> is appointed by the Board ofRegents and is the Chief Executive Officer of the <strong>University</strong> and theChief of Staff for the Board of Regents. Subject to the authority andapplicable policies of the Board of Regents, the President shall: developa plan of institutional mission, goals, and priorities; have the authority todevelop new academic programs and curtail or eliminate existingprograms; formulate operating and capital budget requests; appoint,promote, fix salaries, grant tenure to, assign duties to and terminatepersonnel; establish admissions standards; set tuition and fees;administer financial aid; enter into contracts and cooperativeagreements; have the authority to accept gifts and maintain and manageendowment income; have the authority to recommend a change in thename or status of the institution; regulate and administer athletic andstudent activities; oversee affirmative action and equal employmentopportunities; establish organizations for the administration of campusalumni affairs; establish traffic regulation for the campus, and performany other duties assigned by the Board.1.4.2 Provost and Vice President for Academic AffairsThe Provost and Vice President for Academic Affairs is the ChiefAcademic Officer at the <strong>University</strong>. The Vice President for AcademicAffairs leads the Division of Academic Affairs. The Division is chargedwith the duties and responsibilities for coordinating the instructionalprogram; ancillary academic services; the conduct of scholarly research;and the performance of professional educational services to support thecommunity. The Vice President provides leadership for program andbudget planning, operations monitoring and management, andperformance evaluation. The Division of Academic Affairs is composedof: The College of Liberal Arts, the Earl Graves School of Business andManagement, the School of Computer, Mathematical and NaturalSciences, the School of Education and Urban Studies, the ClarenceMitchell School of Engineering, the Estuarine Research Center, theSchool of Graduate Studies, The Center for Continuing Studies, theCenter for Civil Rights in Education, School of Architecture andPlanning, The School of Community Health and Policy, the Center forPrevention Sciences and Drug Abuse, the Graduate School, the Libraryand other academic support units such as the Retention Center, TheCenter for Academic Success, Honors Program, Transfer Center, theAcademic Recovery Program, Admissions and Recruitment andRecords and Registration.
