Numerous studies have indicatedthat exposure to second-hand smoke is a significant risk to the nonsmoker. In addition, smokeis offensive to many non-smokers and potentially debilitating to some individuals. <strong>Morgan</strong><strong>State</strong> <strong>University</strong> is responsible for providing a safe environment for its students, employeesand visitors. Consequently, it is hereby established as the policy of MSU to achieve anenvironment as close to smoke-free as practicably possible. Where the needs of persons whosmoke and the need of nonsmokers to breathe smoke-free air conflict, the need to havesmoke-free air shall have priority. . See Appendix page 130, Smoking Policy. Approved bythe Board of Regents on 11/16/1999.2.23.2 Substance Abuse PolicyUnder Maryland law, it is illegal for <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> students, faculty and staff topossess or distribute certain classes of controlled dangerous substances. It is also illegal to bein possession of certain drug paraphernalia, Article 27, Section 276 et seq. . See Appendixpage 131 , Substance Abuse Policy. Approved by the Board of Regents 11/16/99.2.23.3 Policy on PatentsThe objectives of this policy are to encourage and aid research at <strong>Morgan</strong> <strong>State</strong> <strong>University</strong>, to providefinancial compensation as well as professional recognition to inventors, and to protect and best servethe public interest. To these ends, this policy encourages disclosure of inventions and discoveries andtheir evaluation for possible patenting and licensing and establishes principles for determining the rightsof the <strong>University</strong> and inventors. <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> encourages scholarly publication of theresults of faculty and student research. See Appendix page 155 Policy on Patents . Approved bythe Board of Regents 3/20/1996.2.23.4 Computer and Information Technology Use PolicyThe <strong>University</strong> provides access to computing and information resources for students, faculty, and staff(collectively "users") consistent with institutional priorities and financial capabilities. Access to<strong>University</strong> computing resources imposes certain responsibilities and obligations on the user and is grantedsubject to <strong>University</strong> policies, federal, state and local laws. It is the <strong>University</strong>'s policy thatappropriate use should always be legal and ethical, reflect academic honesty, and show restraint in theconsumption of shared resources. See Appendices Page 165. Approved by the Board of Regents11/21/2000.2.23.5 <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> Council Constitution and By-LawsThe evolving demands of <strong>University</strong> status warrant a participatory system of governance that creates foreach member of the <strong>Morgan</strong> <strong>State</strong> <strong>University</strong> community an opportunity for involvement,communication, and accountability. This Constitution/By-Laws establishes the <strong>Morgan</strong> <strong>State</strong> <strong>University</strong>Council as a campus-wide governance structure involving the administration, faculty, professionaladministrative staff, classified employees, and student body in the ongoing operation of the <strong>University</strong>.This Constitution/By-Laws assumes that the <strong>University</strong> community is willing and has the opportunity toengage in shared work and shared responsibility. See Appendices page 68. Approved by the Board ofRegents 05/11/1999.
