The areas covering this responsibility include: financialaid, career development, student activities and the McKeldin StudentCenter, health services, and intercollegiate athletics. housing andresidence programs. The Vice President for Student Affairs providesleadership within the Division for program and budget planning,operations monitoring and management, and the evaluation of allperformances of the Student Affairs Division.1.4.9 Administrative Committees1.4.9.1 President’s Management TeamThe President’s Management Team consists of the Provost,Assistant Provost, Vice Presidents, the Executive Assistant to thePresident, the Director of State Relations, the Internal Auditor andthe General Counsel, who manage their respective units andprovide the President with information and recommendations.Periodically, the Management Team meeting is attended byrepresentatives of other campus units which provide additionalinformation; such meetings are referred to as “ExtendedManagement Team Meetings.”1.4.9.2 Academic Affairs CouncilThe Academic Affairs Council is comprised of the Provostand Vice President for Academic Affairs, the AssistantProvost, and the Deans. The Council meets at least bimonthlyto facilitate management of the academic affairsdivision.1.4.9.3 The University CouncilThe University Council is a campus-wide governancestructure involving the administration, faculty, professionaladministrative staff, classified staff, and student body in theon-going operation of the University. The UniversityCouncil Constitution/Bylaws sets forth the composition ofand responsibilities of the University Council. SeeAppendices page 68, Morgan State University CouncilConstitution and Bylaws approved by the Board of Regentson 5/11/99.1.4.9.4 Graduate CouncilThe Graduate Council serves as an advisory body to theProvost and Vice President for Academic Affairs. TheCouncil reviews proposed policies and curricula for allgraduate programs and submits recommendations for

The voting members includeDepartment Chairpersons (of graduate programs), onegraduate student representative and the Dean of theSchool of Graduate Studies. The non voting membersinclude the President, Provost and Vice President forAcademic Affairs, other Vice Presidents, AcademicDeans, and the Graduate Coordinators.The mission of the Graduate Council is to insure that thegraduate programs offered by Morgan State Universityare of the highest quality; are consistent with academicstandards of comparable graduate programs throughoutthe nation, but in particular, of comparable graduateprograms within the State of Maryland.The duties of the Graduate Council are to:(a) develop and implement policies and procedures forthe improvement of the operation of the School ofGraduate Studies;(b) recommend amendments to existing policies andprocedures related to the School of Graduate Studies;(c) develop and to regularly review criteria formembership in the graduate faculty;(d) review proposals for new graduate programs and forthe addition, suspension and deletion of courses; and,(e) periodically review and assess existing graduateprograms.1.4.9.5 Student Government AssociationThe Student Government is responsible for a wide range ofeducational and social experiences for students. It sanctionsand helps fund organizations and sponsors a host ofactivities. It helps to promote harmony among students,faculty, staff, administrators, and alumni and helps toreinforce the academic mission of Morgan State University.1.4.9.6 Office of Diversity and Equal EmploymentOpportunityThe Office of Diversity and Equal EmploymentOpportunity is charged with the day-to-day implementationof the nondiscrimination policies of Morgan StateUniversity. The major responsibilities of the Office ofDiversity and Equal Employment Opportunity are toeducate the University community about affirmative actionand equal employment opportunity laws and to ensurecompliance with statutory and regulatory requirements.
