Provision has been made for the exist<strong>in</strong>g telemetry <strong>and</strong> the newPMCS equipment to operate <strong>in</strong>dependently <strong>and</strong>, as part of the test<strong>in</strong>g <strong>and</strong>commission<strong>in</strong>g strategy, sites completed early will be exercised us<strong>in</strong>g <strong>in</strong>terimtelemetry provisions.Dur<strong>in</strong>g this extensive period work<strong>in</strong>g with<strong>in</strong> the operational Districts, carefulplann<strong>in</strong>g <strong>and</strong> close co-ord<strong>in</strong>ation between contractors <strong>and</strong> operational staffis essential. The quality of work <strong>and</strong> the safe work<strong>in</strong>g practices dem<strong>and</strong>edrequire a rigorous <strong>and</strong> structured approach to site access, supervision <strong>and</strong>take-over.CONCLUSIONThe bus<strong>in</strong>ess case approach adopted by Severn Trent <strong>Water</strong> established aculture <strong>and</strong> philosophy for the PMCS project based on bus<strong>in</strong>ess need.The establishment of the need <strong>and</strong> the benefits identified by DistrictManagers have enabled a clear <strong>and</strong> unambiguous user requirement to bedef<strong>in</strong>ed <strong>and</strong> agreed.The design stage has <strong>in</strong>volved a number of elements which emphasise therole of client <strong>and</strong> that of the PMCS project team. The use of the design<strong>in</strong>tent documents to enable the owner, as opposed to the equipmentsupplier, to underst<strong>and</strong> what was to be delivered has contributedsignificantly to the owner acceptance of the project. Comb<strong>in</strong>ed with modernmethodologies <strong>and</strong> practices has been the cultural changes <strong>in</strong> attitudes tosolv<strong>in</strong>g the bus<strong>in</strong>ess needs rather than the exploration of the technology.Some changes to the basic signal provision have occurred due <strong>in</strong> part to thegreater emphasis on environmental <strong>and</strong> customer expectations. The bus<strong>in</strong>esscase has been flexible <strong>in</strong> that while additions have been appraised, their<strong>in</strong>clusion <strong>in</strong> the scheme is based on need <strong>and</strong> benefit.The design activities have met the prime objective ie. that of establish<strong>in</strong>gthe detail necessary to describe to owners <strong>and</strong> suppliers what is technicallyrequired.Bids are of a high quality <strong>and</strong> fall with<strong>in</strong> the confidence levels expected attender<strong>in</strong>g <strong>and</strong> are with<strong>in</strong> the budget.The audit<strong>in</strong>g of some 1200 sites has been successfully completed with<strong>in</strong>the timescales <strong>and</strong> has generated considerable data concern<strong>in</strong>g sites <strong>and</strong>the exist<strong>in</strong>g assets <strong>and</strong> facilities.
