Effective statutoryprotection for the Somerset Levels <strong>and</strong> other major wetl<strong>and</strong>s has come <strong>in</strong> s<strong>in</strong>ce1984, a year which also saw a government <strong>in</strong>spired redirection of dra<strong>in</strong>age awayfrom rural agricultural schemes towards coastal <strong>and</strong> urban flood defence. InFebruary 1988, EC leaders abolished the previously guaranteed price for wheat,signall<strong>in</strong>g the end of the great corn boom, <strong>in</strong> a move of profound importance for thel<strong>and</strong>scape. This was followed <strong>in</strong> July 1988 with Environmental Impact Assessmentfor l<strong>and</strong> dra<strong>in</strong>age schemes which have brought dra<strong>in</strong>age under the first tentativestages of plann<strong>in</strong>g.The sett<strong>in</strong>g up of the National Rivers Authority as part of the deal for waterprivatisation has to be good news for rivers <strong>and</strong> wetl<strong>and</strong> l<strong>and</strong>scapes, although thereal power of the environmentalists as opposed to the dra<strong>in</strong>age lobby with<strong>in</strong> theNRA has yet to be tested.CHANGING ATTITUDES AND METHODSOne major reason for what has amounted to a revolution <strong>in</strong> river management hasbeen the many <strong>in</strong>itiatives made by river eng<strong>in</strong>eers to take on a brief for the riverl<strong>and</strong>scape. The sheer undeniable beauty of river l<strong>and</strong>scapes has been their ownbest advocate <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g about a common realisation that a new k<strong>in</strong>d of bridgebuild<strong>in</strong>g <strong>in</strong> river management is needed, <strong>in</strong>volv<strong>in</strong>g eng<strong>in</strong>eers, diggerdrivers, farmers<strong>and</strong> conservationists, to ensure that, which the risks of flood<strong>in</strong>g are reduced, thewildlife <strong>and</strong> the wild quality of the rivers are preserved <strong>and</strong> even enhanced.With this realisation came another discovery; that, subject to some criticalqualifications concern<strong>in</strong>g cases <strong>in</strong> which any dra<strong>in</strong>age would be environmentally<strong>in</strong>appropriate, the whole, hitherto destructive, process of river eng<strong>in</strong>eer<strong>in</strong>g couldnow be turned on its head. By work<strong>in</strong>g to a brief which takes full account of the lifeenhanc<strong>in</strong>gpotential of a river, rather than its narrow def<strong>in</strong>ition as a dra<strong>in</strong>, theerstwhile destroyer can now become a creator. It was recognised that mach<strong>in</strong>eswhich previously straightened every bend, filled every pond, <strong>and</strong> felled every treecould, at very little extra expense <strong>and</strong> at no sacrifice to dra<strong>in</strong>age efficiency, actuallyextend rivera<strong>in</strong> habitats for dragonflies, k<strong>in</strong>gfishers, <strong>and</strong> otters, not to mentionadd<strong>in</strong>g to the sum of human happ<strong>in</strong>ess for children with jam jars, walkers onriverside footpaths, <strong>and</strong> l<strong>and</strong>owners out for an even<strong>in</strong>g canter or <strong>in</strong> pursuit of duck<strong>and</strong> pheasant.Mighty mach<strong>in</strong>es can now be seen transport<strong>in</strong>g water forget-me-not to newly createdmarg<strong>in</strong>s at the water’s edge, the emerald-green cushions starred with their delicatebaby-blue flowers trembl<strong>in</strong>g over the edge of the great steel scoops before be<strong>in</strong>g laidgently down <strong>in</strong>to a new niche of carefully prepared river ooze.TECHNIQUES FOR CREATING NEW RIVER LANDSCAPESThe impact of mach<strong>in</strong>ery orig<strong>in</strong>ally designed to destroy habitat can, when properlyused, be noth<strong>in</strong>g short of magical. A ‘Swamp Dozer,’ a mach<strong>in</strong>e so colossal that itliterally makes the ground tremble, is able <strong>in</strong> a matter of days of pull back a wholefield of builders’ rubble or rye-grass to recreate the k<strong>in</strong>d of swamp it was orig<strong>in</strong>allydesigned to destroy. In a few hours, it can hollow out a sizeable pond.
