220 WATER TREATMENTOf course there are occasions when the greenest eng<strong>in</strong>eer<strong>in</strong>g is really no eng<strong>in</strong>eer<strong>in</strong>gat all. This was the case <strong>in</strong> the proposals for dam build<strong>in</strong>g on the River Loire atSerre de la Fare, where the proposed reservoir would have destroyed a uniquevalley <strong>and</strong> no ‘green design’ could have ameliorated the environmental disaster.However, I do believe that there are other areas on the Loire where the environmentwould be compatible with a carefully designed reservoir which is also sorely neededto reduce the real dangers of flood<strong>in</strong>g.The might of eng<strong>in</strong>eer<strong>in</strong>g mach<strong>in</strong>ery <strong>and</strong> the scale of eng<strong>in</strong>eer<strong>in</strong>g schemes is soconsiderable, that, if thoughtfully used, it can be one of the greatest powers forgood <strong>in</strong> the protection <strong>and</strong> enhancement of the environment.Eng<strong>in</strong>eers will be familiar with the arguments over the straighten<strong>in</strong>g <strong>and</strong> cement<strong>in</strong>gof rivers to reduce flood<strong>in</strong>g <strong>and</strong> the dra<strong>in</strong>age of wetl<strong>and</strong>s for agricultural production.In 1983, <strong>in</strong>ternal dra<strong>in</strong>age boards were liken<strong>in</strong>g conservationists to ‘Argent<strong>in</strong>ians’while the boards were described equally unflatter<strong>in</strong>gly as ‘<strong>in</strong>famous’. Controversiesover wetl<strong>and</strong> dra<strong>in</strong>age have sent m<strong>in</strong>isters of state scurry<strong>in</strong>g to some of our remotest<strong>and</strong> most <strong>in</strong>hospitable marshes. It is only just over five years s<strong>in</strong>ce Mrs Thatcherherself became <strong>in</strong>volved <strong>in</strong> the controversy over the Halvergate Marshes, whilethe dra<strong>in</strong>age lobby were burn<strong>in</strong>g effigies of the conservationists on the SomersetLevels.So what happened to the wicked dra<strong>in</strong>age eng<strong>in</strong>eer? Has he really become an ext<strong>in</strong>ctspecies, as predicted by one Somerset farmer, observ<strong>in</strong>g the’rise of the conservationists<strong>in</strong> 1986: ‘And what’s it done to the farmers <strong>and</strong> the dra<strong>in</strong>age men? I’ll tell you: we’rethe endangered species now. You should see us. We’ve all got copies of the Wildlife<strong>and</strong> Countryside Act 1981 at the bedside now, see<strong>in</strong>g if there is any mention <strong>in</strong> thereof the Greater Crested Farmer or the Lesser Spotted Dra<strong>in</strong>age Eng<strong>in</strong>eer. You look <strong>in</strong>any of these farmhouses around here at 11 at night <strong>and</strong> they’ll all be read<strong>in</strong>g acouple of chapters of the barmy th<strong>in</strong>g before dropp<strong>in</strong>g off to sleep.’Not entirely. The water authorities still carry out large dra<strong>in</strong>age programmes, whilecounty <strong>and</strong> district councils are busy on the ‘non-ma<strong>in</strong> river’ tributaries. If you casta shrewd eye around the countryside <strong>in</strong> March you cannot fail to notice that spr<strong>in</strong>gis heralded not only by splashes of yellow cel<strong>and</strong><strong>in</strong>es <strong>and</strong> pale primroses <strong>in</strong> thehedge banks, but also by the gleam<strong>in</strong>g yellow diggers, hastily work<strong>in</strong>g their way upthe watercourses to use up their allocated budget before the f<strong>in</strong>ancial year ends on1 April.Sometimes the environmental results are as bad as ever. In 1988 the mature treesalong the Fareham Brook south of Nott<strong>in</strong>gham were felled <strong>and</strong> the stream gutted,<strong>in</strong> a scheme as crudely destructive as any I have ever seen. The fact that the NatureConservancy Council-apparently misread<strong>in</strong>g or not underst<strong>and</strong><strong>in</strong>g the draw<strong>in</strong>gspresented to it by the <strong>in</strong>ternal dra<strong>in</strong>age board—accepted the scheme, did not makethe total destruction of riverside habitat any less catastrophic for the local wildlife.RECENT LEGISLATIVE AND INSTITUTIONAL CHANGEWhile the whole adm<strong>in</strong>istrative structure of l<strong>and</strong> dra<strong>in</strong>age is be<strong>in</strong>g overhauled aspart of privatisation, the opportunity has been missed to reform the notoriouslyanachronistic <strong>in</strong>ternal dra<strong>in</strong>age boards, where vot<strong>in</strong>g strength at elections isproportional to the amount of property which an <strong>in</strong>dividual owns. At the other endof the dra<strong>in</strong>age spectrum, Welsh farmers <strong>in</strong> Powys are do<strong>in</strong>g their own th<strong>in</strong>g on theRiver Severn, dredg<strong>in</strong>g up salmon spawn<strong>in</strong>g beds <strong>in</strong> a va<strong>in</strong> attempt to tra<strong>in</strong> theriver not to erode their l<strong>and</strong>. Yet such is the law, that it is hard for the water
