The £10 billion programme does not <strong>in</strong>clude the cost of remedial measures for much ofthe PAH, pesticide or lead problems.10 CONCLUSIONSTable V: Summary of water supply <strong>in</strong>vestment 1990—2000.(November 1989 prices).The quality <strong>and</strong> monitor<strong>in</strong>g of water supplies <strong>in</strong> Engl<strong>and</strong> <strong>and</strong> Wales is now specified by waterquality regulations, which <strong>in</strong>corporate the st<strong>and</strong>ards of the EC Dr<strong>in</strong>k<strong>in</strong>g <strong>Water</strong> directive <strong>and</strong>some additional st<strong>and</strong>ards, <strong>and</strong> specify the frequency of sampl<strong>in</strong>g <strong>and</strong> analysis. Supplies arerequired to meet the majority of these st<strong>and</strong>ards for every sample exam<strong>in</strong>ed. Compared withan earlier <strong>in</strong>terpretation of the Directive, the stricter st<strong>and</strong>ards have resulted <strong>in</strong> some suppliesfail<strong>in</strong>g to comply. The <strong>Water</strong> Services companies established by the privatisation of the tenregional water authorities have been granted relaxations of some parameters for def<strong>in</strong>edareas <strong>and</strong> for others the Secretary of State has accepted undertak<strong>in</strong>gs from them to carry outimprovements to an agreed timetable. The most widespread non-compliance is for iron <strong>and</strong>related parameters from distribution systems <strong>and</strong> alum<strong>in</strong>ium, iron <strong>and</strong> pesticide at treatmentworks. Investigation of potential non-compliance with the more str<strong>in</strong>gent lead st<strong>and</strong>ard isrequired due to lead from domestic plumb<strong>in</strong>g materials. Programmes of improvement shouldbe completed for most water treatment problems by 1995 but the scale of the programme ofwater ma<strong>in</strong>s rehabilitation will require at least ten years for its completion.
