North West <strong>Water</strong> was asked by the government todeterm<strong>in</strong>e how the quality of these bath<strong>in</strong>g waters could be improved to ensure compliance.Prelim<strong>in</strong>ary <strong>in</strong>vestigations of the location of sewage discharges to the area, <strong>and</strong> a detailedexam<strong>in</strong>ation of ways to achieve compliance for the bath<strong>in</strong>g waters off the nearby Fylde coast(Crawshaw & Head, 1989; Head et al., <strong>in</strong> press), showed that solutions to the problems atSouthport <strong>and</strong> Lytham would only be possible with<strong>in</strong> the context of an <strong>in</strong>tegrated programmeto reduce pollut<strong>in</strong>g <strong>in</strong>puts to the Ribble estuary as a whole. It was apparent that, <strong>in</strong> additionto the effects of discharges of sewage <strong>and</strong> storm water near the bath<strong>in</strong>g waters, the quality ofthe outer estuary could be <strong>in</strong>fluenced by discharges from Preston via the sewage works atClifton Marsh, <strong>and</strong> possibly comb<strong>in</strong>ed sewage overflows with<strong>in</strong> the town itself.Figure 1. It was important to ensure that any scheme to improve the conditionof waters near the bath<strong>in</strong>g areas did not result <strong>in</strong> a worsen<strong>in</strong>g of microbiological or otherconditions elsewhere. In particular it was essential to ensure that the important salmonfishery <strong>in</strong> the estuary <strong>and</strong> further upstream was not adversely affected. Investigations todeterm<strong>in</strong>e the most appropriate scheme <strong>in</strong>volved mathematical modell<strong>in</strong>g <strong>and</strong> bacteriological<strong>in</strong>vestigations of the sewerage systems <strong>and</strong> receiv<strong>in</strong>g waters, along with tracer experiments todeterm<strong>in</strong>e the significance of the exist<strong>in</strong>g <strong>in</strong>puts.EXISTING CONDITIONSThe effects of the discharges from the most significant of the exist<strong>in</strong>g discharges to the estuarywere <strong>in</strong>vestigated by means of a series of tracer releases carried out dur<strong>in</strong>g 1988 <strong>and</strong> 1989.
