Üzülen ülkeler İsrail ve Güney Kıbrıs ile<br />
sınırlı değil. Bu keşif Rusya için de pek güzel<br />
bir haber sayılmaz. Avrupa’da ve Çin’de düşen<br />
doğal gaz talepleri sonrası Rusya gözünü<br />
Kuzey Afrika ve özellikle de Mısır’a çevirmişti.<br />
Giderek artan enerji talebi ile Mısır uzun<br />
dönemde gelecek vaat eden bir pazar olarak<br />
görülüyordu. Ancak Mısır’da keşfedilen dev<br />
doğal gaz rezervi Rusya’nın bu hayallerini<br />
suya düşürdü. Ayrıca Avrupa’nın enerji<br />
güvenliği için Mısır da ciddi bir oyuncu konumunda<br />
olacak. Bu da Rusya açısından pek<br />
hoş karşılanan bir durum değil.<br />
İSRAİL DOĞAL GAZINDA İBRE TÜRKİYE’YE<br />
DÖNDÜ<br />
Rusya tüm bu gelişmelere rağmen kendine<br />
yeni pazarlar açma konusunda deneyimli<br />
bir ülke. Öte yandan İsrail’in alternatifleri<br />
Rusya kadar fazla değil. LNG fiyatlarının<br />
önümüzdeki yıllarda piyasaya girecek yeni<br />
oyuncularla birlikte artan arz nedeniyle<br />
geçmişteki seviyelerin altına inecek olması<br />
ve tesislerin yatırım maliyeti, İsrail için LNG<br />
ve FLNG seçeneğini masanın dışına itiyor.<br />
Bu durumda İsrail’in doğal gaz ihracatı için<br />
masadaki tek ve en ekonomik seçenek olarak<br />
Türkiye kalıyor.<br />
Türkiye, hem doğal gazda kaynak çeşitliliğini<br />
arttırmak ve ithalat maliyetlerini<br />
aşağı çekmek hem de bölgenin enerji ticaret<br />
merkezi olmak istiyor. Her ne kadar iki ülke<br />
ilişkileri son yıllarda eski ivmesini kaybetse<br />
de Türkiye, İsrail gazı için en önemli pazar<br />
haline gelmiş durumda. Aynı zamanda İsrail<br />
gazının Avrupa piyasalarına ulaştırılması<br />
için de Türkiye en uygun güzergah. Bu<br />
nedenle hem pazar hem de gazın Avrupa<br />
piyasalarına ulaştırılabilmesi için İsrail doğal<br />
gazının ibresi Türkiye’ye dönecek.<br />
Türkiye için potansiyel sadece İsrail gazı<br />
ile de sınırlı değil. Güney Kıbrıs ve Mısır’ın<br />
da dahil olduğu 2 milyar metreküplük<br />
Doğu Akdeniz gazının Türkiye üzerinden<br />
Avrupa’ya ulaşması bölgedeki siyasi konjonktür<br />
düzelirse mümkün olabilir. Nitekim<br />
2004 yılında Türkiye ile Mısır, Mısır gazının<br />
Türkiye üzerinden Avrupa’ya nakli konusunda<br />
protokol imzalamıştı. Ancak bugün<br />
bölgedeki sıkıntılar bu boru hattı projesini<br />
orta vadede pek olası kılmıyor. Üstelik<br />
de Mısır’ın elindeki mevcut LNG tesisleri<br />
düşünüldüğünde. Mısır için olmasa da,<br />
mevcut durumda İsrail ve Güney Kıbrıs gazı<br />
için Türkiye çok ciddi bir önem kazanacak.<br />
Önümüzdeki süreçte Nil’in bereketinden<br />
faydalanmak için Türkiye’nin süreci iyi yönetmesi<br />
gerekecek.<br />

considered as good news for Russia, as well.<br />
Russia turned its face to North Africa and<br />
particularly Egypt after the decreasing natural<br />
gas demand in Europe and China. Egypt<br />
was seen as a promising market in the long<br />
term with its increasing energy demand.<br />
However, the newly discovered huge natural<br />
gas field in Egypt has frustrated Russia.<br />
Besides Egypt will be a crucial actor for energy<br />
security of Europe. This is not a pleasant<br />
development for Russia.<br />
ALL EYES SET ON TURKEY FOR ISRAELI<br />
NATURAL GAS<br />
Despite all these developments, Russia is an<br />
experienced country about gaining new markets.<br />
On the other hand, Israel’s alternatives<br />
are not as much as Russia. LNG prices will<br />
drop below the past levels due to increasing<br />
supply by new actors that will enter into the<br />
market in the upcoming years, and investment<br />
costs of facilities push LNG and FLNG<br />
options out of the agenda for Israel. In this<br />
case, Turkey is the only and most economic<br />
option on the table for natural gas export of<br />
Israel.<br />
Turkey not only wants to increase its diversity<br />
in natural gas resources but also aims to<br />
become the energy trade hub for the region<br />
while decreasing its import costs. Although<br />
bilateral relations between the two countries<br />
have recently lost momentum, Turkey<br />
has become the most important market for<br />
Israeli gas. At the same time, Turkey is the<br />
most feasible and economic route in order to<br />
transport Israeli gas to European markets.<br />
Therefore, all eyes will be set on Turkey for<br />
the transportation of Israeli gas to European<br />
markets.<br />
Turkey’s potential is not limited to Israeli<br />
gas. If the political conjuncture in the region<br />
improves, transportation of 2 bcm Eastern<br />
Mediterranean gas, including Southern<br />
Cypriot and Egyptian natural gas, to Europe<br />
through Turkey could be possible. Actually,<br />
Turkey and Egypt signed a protocol about<br />
the transfer of Egyptian gas to Europe<br />
through Turkey in 2004. However, recent<br />
problems in the region make it impossible to<br />
realize this pipeline project in the medium<br />
term particularly when the existing LNG<br />
facilities in Egypt are considered. In the<br />
current situation, Turkey will gain great<br />
importance for Israeli and Southern Cypriot<br />
natural gas if not for Egypt. In the forthcoming<br />
period, Turkey will need to have a good<br />
command on the process in order to benefit<br />
from Nile’s richness.<br />
