the. interests. <strong>of</strong>. creators. who. are. authors.. Such. copyright. protecti<strong>on</strong>.provides.the.necessary.incentives.for.scientific,.technological.<br />

and. intellectual. creativity.. Librarians. need. to. pay. close. attenti<strong>on</strong>.<br />

to.the.balance.between.promoting.the.users’.right.to.research.and.<br />

development. and. the. creator’s. right.. It. is. submitted. that. it. is. the.<br />

taxpayer.dollars..This.is.particularly.true.in.the.internet.era,.when.<br />

much.<strong>of</strong>.the.research.enterprise.is.digital,.yet.much.<strong>of</strong>.publishing.<br />

(authors.and.publishers.alike).is.still.analog..The.ideas.that.a.paper.<br />

distributed.as.a.PDF.file.is.just.<strong>on</strong>e.view.<strong>of</strong>.the.research,.that.supplemental.material.is.too.useless,.that.we.hold.reproducibility.as.<br />

a. cornerst<strong>on</strong>e. <strong>of</strong>. science. but. can’t. do. it,. and. that. as. quantitative.<br />

scientists.we.evaluate.ourselves.in.a.qualitative.way.at.best,.are.just.<br />

The.prevailing.attitude.when.digital.repositories.first.emerged.<br />

in.the.United.States.was.“If.you.build.it,.they.will.come.”.Libraries.<br />

relied.<strong>on</strong>.faculty.to.self-archive.pre-prints.and.post-prints.<strong>of</strong>.their.<br />

scholarly.output..Not.<strong>on</strong>ly.was.this.assumpti<strong>on</strong>.proven.incorrect,.<br />

forcing.librarians.to.rec<strong>on</strong>sider.their.approach.with.teaching.faculty,.but.many.instituti<strong>on</strong>s.found.that.the.scope.<strong>of</strong>.their.repository.<br />

needed.to.widen.in.order.to.sufficiently.grow.their.c<strong>on</strong>tent.<br />

Focusing. solely. <strong>on</strong>. archiving. refereed. publicati<strong>on</strong>s. limits. the.<br />

potential.<strong>of</strong>.the.repository.to.serve.as.a.venue.to.publicize.the.administrative.<br />

business. <strong>of</strong>. the. instituti<strong>on</strong>,. highlight. undergraduate. and.<br />

graduate.student.research,.and.provide.open.access.to.electr<strong>on</strong>ic.dissertati<strong>on</strong>s.and.theses.(ETDs)..Librarians.may.also.c<strong>on</strong>sider.partnering.with.faculty.and.scholarly.societies.to.use.the.repository.as.a.publishing.platform.for.c<strong>on</strong>ference.proceedings,.peer-reviewed.journals,.and.<br />
