At descriptive level it can be observed that the countries with positive commercial balance have a greater number of average firms, varying from about 756 employees in Switzerland to 308 in France, against values of about 200 employees in Italy, USA and Japan. In terms of industrial politics it seems therefore particularly important the relationship between the market performance and the dimension of firms. Analyzing the expenditure in R&S between 1990 and 2004 (figure 3) it can be noticed that the European industry after a loss of competitiveness, verifiable in a smaller investment in R&S in comparison with the USA, is now getting closer to the American values: € 21,1 mlds. in Europe (+18% in comparison with 2000) against the 23,8 of USA in 2004 (+3% in comparison with 2000).
