disbursement and <strong>Insurance</strong> Company can cover the risk. As the access to bank f<strong>in</strong>ance for<br />
fund<strong>in</strong>g by the poor farmers is difficult because of documentary requirement, procedural<br />
complicacy, and other re<strong>as</strong>ons caused by unscrupulous elements and <strong>as</strong> they are more reliant<br />
on NGOs for borrow<strong>in</strong>g such arrangement would work better if the <strong>in</strong>surance companies also<br />
become party to the arrangement. Meanwhile, if decided by the government or other fund<strong>in</strong>g<br />
authority, <strong>in</strong>surance coverage <strong>as</strong> a mandatory precondition to agricultural loan either from<br />
BKB or other sources would also necessitate such arrangement.<br />
Cross Subsidization for the <strong>in</strong>surers is advocated by the experts <strong>as</strong> there is no re<strong>in</strong>surance<br />
facility available <strong>in</strong> the exist<strong>in</strong>g market system. Government should come up with a<br />
significant subsidy package for the <strong>in</strong>surers <strong>in</strong> order to m<strong>in</strong>imize their risks and offset the<br />
operational unattractiveness. At the <strong>in</strong>itial stage government should create a ‘cont<strong>in</strong>gency<br />
fund’ to help the <strong>in</strong>surers to settle claims due to damages from extreme weather events.<br />
Moreover, <strong>in</strong>ternational <strong>in</strong>surers e.g. Swiss Re<strong>in</strong>surance, Munich Re<strong>in</strong>surance can jo<strong>in</strong> <strong>in</strong> an<br />
effort to access ‘LDC fund’ be<strong>in</strong>g ma<strong>in</strong>ta<strong>in</strong>ed by UNFCC secretariat to meet climate related<br />
dis<strong>as</strong>ters.<br />
Pool of Insurers and Common fund can help materializ<strong>in</strong>g the cross subsidization policy. If<br />
government creates a pool of <strong>in</strong>surers upon receiv<strong>in</strong>g grant from WB, ADB or other donor<br />
agencies/countries to subsidize the <strong>in</strong>surance premium through BKB then the <strong>in</strong>surer can<br />
produce an umbrella coverage package for the farmers. Such pool may be formed by SBC,<br />
private <strong>in</strong>surance companies, NGOs and other <strong>in</strong>terested agencies.<br />
Inclusion of donors is necessary for both f<strong>in</strong>ancial and technical <strong>as</strong>sistance. Especially the<br />
countries who are more responsible for global warm<strong>in</strong>g h<strong>as</strong> to be made morally obligated <strong>in</strong><br />
extend<strong>in</strong>g such <strong>as</strong>sistance to the victims like <strong>Bangladesh</strong>.<br />
Index-b<strong>as</strong>ed weather <strong>in</strong>surance <strong>as</strong> is done <strong>in</strong> many other countries is another mechanism to<br />
proceed with crop <strong>in</strong>surance <strong>as</strong> it enables area wise risk <strong>as</strong>sessment. In India such scheme is<br />
<strong>in</strong> operation and hav<strong>in</strong>g success.<br />
Overcom<strong>in</strong>g the moral hazards emanat<strong>in</strong>g from unscrupulous elements and political<br />
pressure is necessary <strong>in</strong> order to make such <strong>in</strong>surance scheme <strong>as</strong> a viable one. Earlier <strong>in</strong>itiated<br />
crop <strong>in</strong>surance scheme failed because of lack of commitment, lack of focus and for<br />
unscrupulous elements. The middlemen between SBC and farmers hampered the efficacy of<br />
the earlier scheme by creat<strong>in</strong>g moral hazards. Undue political <strong>in</strong>fluence caused to w<strong>as</strong>te up<br />
much of <strong>in</strong>surers money at that time. Many Bank Officers used to defraud both farmers and<br />
SBC with fabricated papers. They tagged <strong>in</strong>surance with farmers loan package, which <strong>in</strong> most<br />
c<strong>as</strong>es farmers were ignorant of and consequently <strong>in</strong>surers’ money went to the bank officers<br />
pocket.<br />
Lessons from p<strong>as</strong>t limitations deem to be an imperative <strong>in</strong> order to proceed with crop<br />
<strong>in</strong>surance scheme further. Besides the aforesaid limitations, other shortcom<strong>in</strong>gs <strong>as</strong><br />
experienced by the actors <strong>as</strong>sociated with the then crop <strong>in</strong>surance scheme and <strong>as</strong> they<br />
narrated are <strong>as</strong> under:<br />
o Huge loss of SBC out of <strong>Crop</strong> <strong>Insurance</strong> w<strong>as</strong> ma<strong>in</strong>ly due to afore-mentioned moral<br />
hazards that caused many framed and exaggerated claims.<br />
o <strong>Crop</strong> <strong>in</strong>surance at that period of time did not have area-wise operation; area wise or<br />
weather <strong>in</strong>dex b<strong>as</strong>ed operation could have m<strong>in</strong>imized the loss significantly.<br />
