mutual risk support mechanisms were identified. Awareness among farmers and<br />
understand<strong>in</strong>g of the <strong>in</strong>surance procedure are very important for a success of the program.<br />
Lack of it makes scope for moral hazards, corruption and <strong>in</strong>efficiency of the program.<br />
Representatives from farmers group is aga<strong>in</strong> required to understand their needs and problems.<br />
Role of Government: Several organizations of <strong>Bangladesh</strong> Government, especially<br />
Department of <strong>Insurance</strong>, the m<strong>in</strong>istry of Agriculture, M<strong>in</strong>istry of Commerce, M<strong>in</strong>istry of<br />
F<strong>in</strong>ance, M<strong>in</strong>istry of Food and Dis<strong>as</strong>ter <strong>Management</strong> and the local government authorities<br />
might play important role there. The ma<strong>in</strong> role here to play by government agencies are to<br />
<strong>in</strong>clude it <strong>in</strong> the national policies, def<strong>in</strong>e criteria for CI program, regulate and monitor<strong>in</strong>g the<br />
process, subsidiz<strong>in</strong>g CI if required and support with manpower or <strong>in</strong>clud<strong>in</strong>g CI with<strong>in</strong> the<br />
exist<strong>in</strong>g adm<strong>in</strong>istrative structure of local government appropriately.<br />
Academic Institutes: <strong>Crop</strong> <strong>Insurance</strong> is still an emerg<strong>in</strong>g topic and there are a number of<br />
methodologies there. The applicability or suitability of the methods varies among countries<br />
and largely depends on the socio-economic, geographical and climatic characteristics of the<br />
region. Includ<strong>in</strong>g <strong>Crop</strong> <strong>Insurance</strong>, micro-<strong>in</strong>surance is becom<strong>in</strong>g a f<strong>as</strong>t grow<strong>in</strong>g sector<br />
nowadays, which requires adequate <strong>in</strong>stitutional support <strong>as</strong> well. Institutes that might play<br />
important role there are <strong>Insurance</strong> Academy, Institute of Microf<strong>in</strong>ance, BARC, Agrieconomics<br />
Department of Agriculture Universities, BARI, which <strong>in</strong>clude a large number of<br />
economists and <strong>in</strong>surance experts. One of the re<strong>as</strong>ons why SBC <strong>in</strong>troduced CI project failed<br />
l<strong>as</strong>t time w<strong>as</strong> that it w<strong>as</strong> <strong>in</strong>troduced h<strong>as</strong>tily without proper tra<strong>in</strong><strong>in</strong>g and understand<strong>in</strong>g of the<br />
SBC officials about the crop <strong>in</strong>surance process.<br />
Donors and International organizations: As it is evident from the experience worldwide that<br />
<strong>in</strong> most c<strong>as</strong>es <strong>Crop</strong> <strong>Insurance</strong> project are not f<strong>in</strong>ancially profitable, i.e. the expenditure <strong>in</strong> the<br />
form of <strong>in</strong>demnity and adm<strong>in</strong>istrative cost is much larger than earn<strong>in</strong>gs from premium (Table<br />
3.7). The <strong>in</strong>ternational and donor organizations, such <strong>as</strong> UNDP, FAO, World Bank, GEF &<br />
any other agencies <strong>in</strong>terested can provide subsidy or monetary supports to such CI project<br />
that they usually provide <strong>in</strong> other form, especially <strong>in</strong> develop<strong>in</strong>g countries. Under UNFCC<br />
proposal there are possibilities that CI might be an approach for develop<strong>in</strong>g countries to take<br />
compensation from developed countries due to climate change effects.<br />
In fact, all the stakeholders mentioned above need to work together <strong>in</strong> an <strong>in</strong>tegrated manner<br />
to support CI processes. For example, the huge moral hazard <strong>in</strong> the CI process could be<br />
substantially reduced if the damage <strong>as</strong>sessment authority w<strong>as</strong> given to a committee composed<br />
of <strong>in</strong>surance expert, agriculture specialist, economist, climate expert, local govt. officials and<br />
farmers group together <strong>in</strong>stead of just one person or only <strong>in</strong>surance company officials. A<br />
half-day Inception Workshop w<strong>as</strong> arranged for discussion of the proposed methodology,<br />
<strong>in</strong>vit<strong>in</strong>g all the relevant stakeholders to collect and <strong>in</strong>corporate their views and ide<strong>as</strong> <strong>in</strong> the<br />
research methodology.<br />
7.3 Way Forward: Proposal to Pilot Weather Index-b<strong>as</strong>ed CI Model <strong>in</strong> <strong>Bangladesh</strong><br />
A pilot project can be undertaken to <strong>in</strong>troduce Weather <strong>Insurance</strong> <strong>in</strong> <strong>Bangladesh</strong> at several<br />
locations. Under the project a detail layout of policy and <strong>in</strong>stitutional framework,<br />
