Comments <strong>in</strong> general:<br />
- One policy alone might not be enough, but a multilevel approach so that the system<br />
become more robust, i.e. CI <strong>in</strong> the form of a package rather than just one policy.<br />
- A number of participants supported the idea of mak<strong>in</strong>g L<strong>in</strong>kage between CI and<br />
government bank loan to farmers like mak<strong>in</strong>g it mandatory for Agri-loan.<br />
- At the same time, NGOs practic<strong>in</strong>g microcredit alone can offer micro<strong>in</strong>surance <strong>as</strong><br />
well, which may be a more susta<strong>in</strong>able approach.<br />
- CI process should be made e<strong>as</strong>y and understandable<br />
- Formation of groups <strong>in</strong>stead of <strong>in</strong>dividual policy<br />
- Recall<strong>in</strong>g the failure of CI scheme <strong>in</strong>troduced by SBC dur<strong>in</strong>g 1977-1985, some<br />
participants op<strong>in</strong>ed that SBC might not be the right authority to offer CI aga<strong>in</strong>, but<br />
other GO, NGO or private entities. Also CI scheme should not be implemented aga<strong>in</strong><br />
without redesign<strong>in</strong>g it.<br />
- Provision for <strong>in</strong>clud<strong>in</strong>g agricultural experts <strong>in</strong> the process of CI.<br />
- Proper statistical analysis at different stages of CI risk <strong>as</strong>sessment should be made,<br />
loss <strong>as</strong>sessment should be more scientific rather than ocular method.<br />
- Inclusion of <strong>Bangladesh</strong> Meteorological Department and SPARSO <strong>in</strong> the risk<br />
<strong>as</strong>sessment <strong>as</strong> well <strong>as</strong> loss <strong>as</strong>sessment process.<br />
- Who will fund or subsidize CI program if implemented, whether there is any<br />
possibility of <strong>in</strong>ternational fund<strong>in</strong>g?<br />
- Need adequate <strong>in</strong>stitutional supports <strong>in</strong> the field of micro-<strong>in</strong>surance <strong>as</strong> well <strong>as</strong> further<br />
research.<br />
