Bima Corporation (SBC) – methodology adopted, organizational structure, causes of<br />

failure and loopholes.<br />

� Collection of relevant documents about experiences of micro / crop <strong>in</strong>surance <strong>in</strong> other<br />

countries, and reviewed them.<br />

� B<strong>as</strong>ed on all these reviews, an analysis w<strong>as</strong> done to identify the success or failure of<br />

such schemes.<br />

� In addition, to corroborate these analyses, <strong>in</strong>terviews & discussions w<strong>as</strong> held with<br />

some key personnel of organizations <strong>in</strong>clud<strong>in</strong>g Shadharan Bima Corporation (SBC).<br />

2.2.1.2 Assess<strong>in</strong>g the risk level <strong>in</strong> the agriculture sector under future climatic changes<br />

The project team <strong>in</strong> close cooperation with people <strong>in</strong> selected project are<strong>as</strong> identified how<br />

crop <strong>in</strong>surance fits <strong>in</strong> with people’s livelihoods and exist<strong>in</strong>g risk management strategies and<br />

whether there is an actual demand <strong>in</strong> project are<strong>as</strong> for crop <strong>in</strong>surance. The t<strong>as</strong>k w<strong>as</strong><br />

performed by complet<strong>in</strong>g the follow<strong>in</strong>g steps:<br />

� B<strong>as</strong>ed on historical data an analysis on the crop production, natural dis<strong>as</strong>ter and<br />

<strong>as</strong>sociated losses affect<strong>in</strong>g farmers’ <strong>in</strong>come and livelihood over the l<strong>as</strong>t decades.<br />

� Trend and future prediction of climate change and its ultimate effects on the<br />

agriculture sector either directly or <strong>in</strong>directly like <strong>in</strong>cre<strong>as</strong>ed frequency of natural<br />

dis<strong>as</strong>ter.<br />

� Development of a methodology to quantify risk for actuarial analysis under future<br />

climatic changes.<br />

� Exist<strong>in</strong>g government support, <strong>in</strong>come security and credit schemes for farmers and<br />

their effectiveness.<br />

2.2.2 Primary Data Collection and Analysis<br />

2.2.2.1 Questionnaire Survey and Focus Group Discussion (FGD)<br />

The ma<strong>in</strong> purpose of the questionnaire survey and FGDs were to identify <strong>in</strong> close cooperation<br />

with people <strong>in</strong> selected project are<strong>as</strong> how crop <strong>in</strong>surance fits <strong>in</strong> with people’s livelihoods and<br />

exist<strong>in</strong>g risk management strategies and whether there is an actual demand <strong>in</strong> project are<strong>as</strong><br />

for crop <strong>in</strong>surance. Specifically it is <strong>in</strong>tended to answer the questions like whether farmers are<br />

able and/or will<strong>in</strong>g to actually contribute to an <strong>in</strong>surance scheme and what premium would be<br />

re<strong>as</strong>onable and acceptable for them.<br />

Questionnaire survey w<strong>as</strong> conducted at several levels. The first level of the questionnaire<br />

survey w<strong>as</strong> designed to get response from the farmers, i.e. to understand the demand side of<br />

the program - how demandable crop <strong>in</strong>surance is and how much the farmers can contribute,<br />

or their preference of organizational structure, etc.<br />

The second level of the questionnaire survey w<strong>as</strong> for the prospective <strong>in</strong>surer and policy<br />

makers, i.e. Private and public <strong>in</strong>surance companies, Bank, NGO and govt. officials about<br />

their response to <strong>Crop</strong> <strong>Insurance</strong> implementation.<br />
