2.2.3 Development of a Model and structural arrangement for <strong>Crop</strong> <strong>Insurance</strong><br />

application <strong>in</strong> <strong>Bangladesh</strong><br />

� B<strong>as</strong>ed on the questionnaire survey, secondary data analysis and discussion with policy<br />

makers and <strong>in</strong>surance providers a comparison w<strong>as</strong> made match<strong>in</strong>g the demand and<br />

supply sides of crop <strong>in</strong>surance; the f<strong>in</strong>d<strong>in</strong>gs <strong>in</strong> the form of gaps then were reviewed<br />

for f<strong>in</strong>al analysis and develop<strong>in</strong>g realistic policy recommendations for <strong>in</strong>troduc<strong>in</strong>g<br />

crop <strong>in</strong>surance.<br />

� The draft f<strong>in</strong>d<strong>in</strong>gs were presented <strong>in</strong> a Roundtable discussion meet<strong>in</strong>g to <strong>in</strong>corporate<br />

their <strong>in</strong>puts.<br />

� A tentative method and structure of <strong>Crop</strong> <strong>Insurance</strong> scheme with probable<br />

methodology and organizational structure w<strong>as</strong> proposed.<br />

2.2.4 Identification of stakeholders and their role<br />

Identification of stakeholders at local, regional and national levels (<strong>in</strong>clud<strong>in</strong>g farmers),<br />

Dis<strong>as</strong>ter <strong>Management</strong> Committees (DMCs), other local government <strong>in</strong>stitutions, relevant<br />

private sector entities such <strong>as</strong> banks and <strong>in</strong>surance companies, cooperative groups and<br />

<strong>as</strong>sociations) w<strong>as</strong> the ma<strong>in</strong> purpose at this stage. For the purpose, contacts have been<br />

established with the BIA, SBC, BARC and other relevant <strong>in</strong>stitutions/organizations to<br />

describe their particular roles <strong>in</strong> crop <strong>in</strong>surance schemes b<strong>as</strong>ed on discussions & <strong>in</strong>telligence<br />

gather<strong>in</strong>g. The project team also <strong>in</strong>vested much time to look for the stakeholders <strong>in</strong>volved <strong>in</strong><br />

micro and crop <strong>in</strong>surance schemes or its th<strong>in</strong>k<strong>in</strong>g processes. Before Inception workshop<br />

identification of stakeholders were required to <strong>in</strong>vite people from all sectors who can<br />

contribute to the methodology and later to <strong>in</strong>terview and question them. However, after<br />

fixation of a model for CI, the prospective stakeholders, specifically related to the model CI<br />

application were mentioned and their roles were described.<br />

2.3 Inception Workshop to F<strong>in</strong>alize Methodology<br />

Once the project team tentatively identified the stakeholders at local, regional and national<br />

levels, a half-day Inception Workshop w<strong>as</strong> arranged <strong>in</strong>vit<strong>in</strong>g all the above mentioned<br />

stakeholders for discussion of the proposed draft methodology for the study, to collect and<br />

<strong>in</strong>corporate their views and ide<strong>as</strong> <strong>in</strong> design<strong>in</strong>g the research outl<strong>in</strong>e. At the beg<strong>in</strong>n<strong>in</strong>g of the<br />

programme the Team Leader of the CI project <strong>in</strong>troduced the topic and its objective b<strong>as</strong>ed on<br />

ToR of the project and <strong>in</strong>vited comments and discussion on the topic, specifically on the<br />

methodology of the study. Comments and discussions by the participants are summarized <strong>in</strong><br />

the follow<strong>in</strong>g sections;<br />
