3) The full-service model operates <strong>in</strong> many ways like any formal sector <strong>in</strong>surer. Here, a<br />

s<strong>in</strong>gle entity is responsible for everyth<strong>in</strong>g related to the <strong>in</strong>surance product, from<br />

product concept development through market<strong>in</strong>g, servic<strong>in</strong>g and claims <strong>as</strong>sessment.<br />

The <strong>in</strong>surer <strong>as</strong>sumes all of the <strong>in</strong>surance-related risk and receives any profits. To<br />

manage this risk and avoid losses, full-service <strong>in</strong>surers have to have a competent staff,<br />

build and ma<strong>in</strong>ta<strong>in</strong> adequate reserves and adhere to regulatory requirements. The Self-<br />

Employed Women’s Association (SEWA) of India is an example of the full-service<br />

model. SEWA saw improved health care <strong>as</strong> crucial to their strategy of improv<strong>in</strong>g the<br />

quality of life, ensur<strong>in</strong>g that women’s health needs are met, and enhanc<strong>in</strong>g member<br />

empowerment.<br />

4) The l<strong>as</strong>t model is the provider model, <strong>in</strong> which the provider and the <strong>in</strong>surer are one.<br />

These providers, usually doctors, cl<strong>in</strong>ics or hospitals, offer policies to <strong>in</strong>dividuals or<br />

groups. The policies cover general ranges of care limited by the services available<br />

with<strong>in</strong> the provider’s unit. An example of the provider model is the GRET program <strong>in</strong><br />

Cambodia. EMT, GRET’S microf<strong>in</strong>ance program <strong>in</strong> Cambodia, recognized that<br />

although their credit products were <strong>as</strong>sist<strong>in</strong>g clients to improve <strong>in</strong>come levels, illness<br />

could rapidly negate any improvements. At the same time, EMT management realized<br />

that the risks and expertise required to offer <strong>in</strong>surance were formidable, and they<br />

wished to concentrate on their credit and sav<strong>in</strong>gs product. Therefore, they requested<br />

that GRET create another entity to develop and test health <strong>in</strong>surance products <strong>in</strong> an<br />

overlapp<strong>in</strong>g client market.<br />

Importantly, and <strong>in</strong> contr<strong>as</strong>t to the contractually def<strong>in</strong>ed services provided by <strong>in</strong>surance and<br />

micro<strong>in</strong>surance, dis<strong>as</strong>ter cover can and often is also be provided <strong>as</strong> a public good <strong>in</strong> the form<br />

of social protection. National or state governments often underwrite dis<strong>as</strong>ter risks (i.e., they<br />

compensate victims after a dis<strong>as</strong>ter) from their budget or from a designated cat<strong>as</strong>trophe<br />

reserve fund. There are no premium payments on the part of the <strong>in</strong>sured, <strong>as</strong> taxpayers absorb<br />

the costs.<br />

3.9 Participation <strong>in</strong> <strong>Crop</strong> <strong>Insurance</strong> Program – Compulsory Vs Voluntary<br />

A crop <strong>in</strong>surance scheme may envisage voluntary or compulsory participation. In c<strong>as</strong>e of the<br />

voluntary approach, participation is optional for a farmer who is eligible to be <strong>in</strong>sured. Such<br />

schemes are <strong>in</strong> Canada, USA and Chile. As regards the compulsory participation, certa<strong>in</strong><br />

categories of farmers who are eligible to be <strong>in</strong>sured or who grow specified crops participate<br />

automatically. The work compulsory implied that there is a system of automatic <strong>in</strong>surance for<br />

a group of farmers. In Japan crop <strong>in</strong>surance is compulsory for all farmers who grow the<br />

<strong>in</strong>surable crops over more than a m<strong>in</strong>imum prescribed area. The Mauritius, Cyprus and<br />

W<strong>in</strong>dward Islands schemes are compulsory for all growers of certa<strong>in</strong> JANUARY - JUNE<br />

2004 17 crops. In India and Philipp<strong>in</strong>es crop <strong>in</strong>surance is compulsory for farmers who<br />

borrow from banks and other f<strong>in</strong>ancial <strong>in</strong>stitutions. The compulsory approach h<strong>as</strong> two<br />

advantages. The problem of adverse selection is reduced significantly, and there is reduction<br />

<strong>in</strong> the cost of sale of <strong>in</strong>surance. There may, however, be dissatisfaction among low-risk<br />

farmers who will have to cross-subsidize high risk farmers.<br />
