Sampl<strong>in</strong>g and field survey: Questionnaire and FGD<br />
A sample size of 450 farmers b<strong>as</strong>ed on purposive, but sequential sampl<strong>in</strong>g <strong>in</strong> three project<br />
districts – Satkhira, Rajshahi & Sunamganj (150 farmers from each district, with 50 from<br />
each category of big, medium & small farmers for captur<strong>in</strong>g their vary<strong>in</strong>g perspectives on<br />
the issue); further, three most vulnerable groups were selected under each economic cl<strong>as</strong>ses.<br />
The follow<strong>in</strong>g activities were conducted at each field sites <strong>as</strong>;<br />
1. Conduct<strong>in</strong>g the field survey <strong>in</strong> the form of fill<strong>in</strong>g up the Bangla Survey Questionnaire,<br />
while talk<strong>in</strong>g one-to-one. These questionnaires were supplied by DESM, NSU.<br />
2. Conduct 3 FGDs with each group & one FGD <strong>in</strong> a comb<strong>in</strong>ed group.<br />
3. Conduct <strong>in</strong>terviews/discussions with LG officials, Key Informants, etc.<br />
4. Collection of local climatic data & natural dis<strong>as</strong>ters <strong>in</strong>clud<strong>in</strong>g ra<strong>in</strong>fall for the l<strong>as</strong>t 10<br />
years.<br />
2.2.2.3 Semi-structured <strong>in</strong>terview and Round Table Discussion<br />
The purposes here were to identify, <strong>in</strong> close cooperation with potential crop <strong>in</strong>surance<br />
providers, what obstacles there are to the <strong>in</strong>troduction of crop <strong>in</strong>surance and how these<br />
obstacles could be addressed.<br />
� B<strong>as</strong>ed on f<strong>in</strong>d<strong>in</strong>gs from farmer’s survey, a general set of Questionnaire, with<br />
appropriate variations targeted at public sector, private sector & MFI-NGO <strong>in</strong>surance<br />
providers were developed for collection of <strong>in</strong>formation through <strong>in</strong>terview and<br />
discussion; the Questionnaire will cover, among others, queries on their experience <strong>in</strong><br />
crop <strong>in</strong>surance, if any, on market potential of crop <strong>in</strong>surance, their supply potential &<br />
types of products, their ability for actuarial analyses of dis<strong>as</strong>ter risks and economic<br />
damages, obstacles faced <strong>in</strong> the process, and suggestions for overcom<strong>in</strong>g them.<br />
� Another set of Questionnaires were developed for discussion with donor<br />
representatives <strong>in</strong>clud<strong>in</strong>g FAO, UNDP and World Bank to gauge their perspectives<br />
<strong>in</strong>clud<strong>in</strong>g the possibility of <strong>in</strong>ternational fund mobilization for the purpose.<br />
� Together, discussions were conducted with selected policy-makers from the m<strong>in</strong>istries<br />
of Agriculture, F<strong>in</strong>ance <strong>in</strong>clud<strong>in</strong>g ERD and Plann<strong>in</strong>g Commission.<br />
� As the f<strong>in</strong>al step for data collection, a group of national academicians and<br />
<strong>in</strong>ternational experts (some of whom the project team leader knows well were<br />
<strong>in</strong>terviewed personally).<br />
2.2.2.4 Individual Interview<br />
Individual <strong>in</strong>terview w<strong>as</strong> made especially among the experts and SBC official at different<br />
level. At the beg<strong>in</strong>n<strong>in</strong>g of the program several such meet<strong>in</strong>gs were arranged with SBC<br />
officials to <strong>in</strong>vestigate about the p<strong>as</strong>t experience of <strong>Crop</strong> <strong>Insurance</strong> implementation. Later<br />
personal communications were conducted with experts from <strong>Bangladesh</strong> <strong>Insurance</strong> Academy,<br />
Microf<strong>in</strong>ance Institute and Controller of <strong>Insurance</strong>, and BARC.<br />
2.2.2.5 Analysis of Data<br />
Field survey data were analyzed by us<strong>in</strong>g some statistical tools and graphical methods.<br />
