larger farmers much more so than smaller one because they tend to have more access to<br />

formal credit and take out on average larger loans.<br />

3.4 Rationale of <strong>Crop</strong> <strong>Insurance</strong> and <strong>in</strong>cre<strong>as</strong><strong>in</strong>g Demand<br />

As discussed <strong>in</strong> l<strong>as</strong>t section, the modern <strong>in</strong>surance sector can play a major role to solve the<br />

problems mentioned there, and considerably strengthen the f<strong>in</strong>ancial security of farmers.<br />

Agricultural <strong>Insurance</strong> is a more efficient <strong>in</strong>strument and an effective <strong>in</strong>stitutionalized<br />

mechanism for deal<strong>in</strong>g with the problem. It helps to streaml<strong>in</strong>e the relief efforts and reduces<br />

the direct and <strong>in</strong>direct costs on the national economy. (Ja<strong>in</strong>, 2004). For a number of re<strong>as</strong>ons<br />

demand for crop <strong>in</strong>surance is <strong>in</strong>cre<strong>as</strong><strong>in</strong>g day by day, which can be grouped <strong>as</strong>;<br />

• Evidence is accumulat<strong>in</strong>g of connections between climate change, and the <strong>in</strong>cre<strong>as</strong><strong>in</strong>g<br />

<strong>in</strong>cidence of crop damag<strong>in</strong>g weather events of extreme severity.<br />

• Farm<strong>in</strong>g is becom<strong>in</strong>g steadily more commercialized, with greater f<strong>in</strong>ancial <strong>in</strong>vestment.<br />

Farmers / <strong>in</strong>vestors and their banks frequently exam<strong>in</strong>e the fe<strong>as</strong>ibility of us<strong>in</strong>g a<br />

f<strong>in</strong>ancial mechanism i.e. <strong>in</strong>surance, <strong>in</strong> order to address part of the risk.<br />

• The World Trade Organization (WTO) regulations generally forbid governments from<br />

subsidiz<strong>in</strong>g agriculture directly; however, they permit the subsidization of agricultural<br />

<strong>in</strong>surance premiums. In the c<strong>as</strong>e, demand for crop <strong>in</strong>surance will <strong>in</strong>cre<strong>as</strong>e <strong>in</strong> those<br />

economies that wish to implement a policy of permitted subsidization of their farmers.<br />

• <strong>Insurance</strong> can also <strong>as</strong>sist <strong>in</strong> manag<strong>in</strong>g the on-farm production risks consequent to<br />

changes <strong>in</strong> pest management practices. Such changes are <strong>in</strong>cre<strong>as</strong><strong>in</strong>gly required <strong>in</strong> order<br />

to address environmental protection and food safety concerns. This is that any <strong>in</strong>surance<br />

arrangement will <strong>in</strong>volve not only the farmer and the <strong>in</strong>surer, but also important third<br />

parties. Consideration is now given to these changes to the bus<strong>in</strong>ess of farm<strong>in</strong>g.<br />
