development of <strong>in</strong>surance bus<strong>in</strong>ess <strong>in</strong> <strong>Bangladesh</strong>. Prom<strong>in</strong>ent among them are the<br />
<strong>Bangladesh</strong> <strong>Insurance</strong> Association and <strong>Bangladesh</strong> <strong>Insurance</strong> Academy. <strong>Bangladesh</strong><br />
<strong>Insurance</strong> Association w<strong>as</strong> formed on 25 May 1988 under the Companies Act 1913. It is<br />
registered with the Registrar of Jo<strong>in</strong>t Stock Companies and h<strong>as</strong> 30 members. It aims at<br />
promot<strong>in</strong>g, support<strong>in</strong>g and protect<strong>in</strong>g the <strong>in</strong>terests and welfare of the member companies.<br />
It may therefore be seen that by law, the state-owned general <strong>in</strong>surance corporation h<strong>as</strong> been<br />
given a substantial protection <strong>in</strong> terms of market share. It is arguable that this h<strong>as</strong> prevented<br />
the <strong>in</strong>surance market from achiev<strong>in</strong>g depth. For many years, discussions have been ongo<strong>in</strong>g<br />
on the policy front to open up the <strong>in</strong>surance market to direct foreign <strong>in</strong>vestment and <strong>in</strong>ternal<br />
competition, but <strong>in</strong> the absence of an effective regulatory framework, this h<strong>as</strong> not taken place<br />
and is not likely to take place <strong>in</strong> the near future.<br />
One th<strong>in</strong>g worth notic<strong>in</strong>g is that the above <strong>in</strong>surance provisions do not have anyth<strong>in</strong>g specific<br />
about micro<strong>in</strong>surance. The provisions also do not <strong>in</strong>clude anyth<strong>in</strong>g about coverage of rural<br />
poor by the <strong>in</strong>surance <strong>in</strong>dustry. It may be mentioned that the Government of India h<strong>as</strong><br />
<strong>in</strong>troduced provisions for the private <strong>in</strong>surance companies that they have to have certa<strong>in</strong><br />
percentage of their bus<strong>in</strong>ess devoted to cover<strong>in</strong>g the rural poor. These companies <strong>in</strong> their<br />
coverage of this market segment are subsidized by profits earned <strong>in</strong> other segments of the<br />
<strong>in</strong>surance market.<br />
4.2 Micro-<strong>in</strong>surance <strong>in</strong> <strong>Bangladesh</strong><br />
The section describes the experience of Micro<strong>in</strong>surance <strong>in</strong> general and <strong>Crop</strong> <strong>in</strong>surance <strong>in</strong><br />
particular <strong>in</strong> <strong>Bangladesh</strong> and their related products. A number of prospective stakeholders<br />
and organizations are contacted to gather <strong>in</strong>formation regard<strong>in</strong>g their experiences.<br />
Specifically, the experience of <strong>in</strong>troduc<strong>in</strong>g <strong>Crop</strong> <strong>Insurance</strong> <strong>in</strong> <strong>Bangladesh</strong> w<strong>as</strong> of great<br />
importance – i.e. the causes of failure, structural arrangements, <strong>in</strong>stitutional requirements, and<br />
f<strong>in</strong>ancial viability, etc. In near future, <strong>in</strong> the chang<strong>in</strong>g climate with <strong>in</strong>cre<strong>as</strong>ed dis<strong>as</strong>ter<br />
possibility whether crop <strong>in</strong>surance can be <strong>in</strong>troduced aga<strong>in</strong> and <strong>in</strong> what form - are the<br />
questions here to discuss with.<br />
Micro<strong>in</strong>surance <strong>in</strong> <strong>Bangladesh</strong> is <strong>in</strong>troduced very recently. However, it sounds a prospective<br />
field and flourish<strong>in</strong>g at a very f<strong>as</strong>t rate. Among the NGOs, the follow<strong>in</strong>g are found to be<br />
<strong>in</strong>volved <strong>in</strong> micro <strong>in</strong>surance: BRAC, Grameen Bank, ASA, Grameen Fisheries Foundation,<br />
Grameen Kalyan, Earth Foundation, Gono S<strong>as</strong>thya, Padakhep and Gh<strong>as</strong>ful. All these<br />
organizations have branches at regional and local levels. Among the commercial <strong>in</strong>surers,<br />
the follow<strong>in</strong>g are found to be <strong>in</strong>volved <strong>in</strong> micro <strong>in</strong>surance: Delta life, National Life and<br />
Homeland Life. Earth Foundation, an NGO, h<strong>as</strong> <strong>in</strong>troduced crop <strong>in</strong>surance, though <strong>in</strong> just<br />
beg<strong>in</strong>n<strong>in</strong>g stage. Only Sadharan Bima Corporation (SBC), a government <strong>in</strong>surer, w<strong>as</strong><br />
<strong>in</strong>volved with crop <strong>in</strong>surance s<strong>in</strong>ce 1981. Though earlier <strong>in</strong>itiatives failed, SBC h<strong>as</strong> taken<br />
another <strong>in</strong>itiative to <strong>in</strong>troduce crop <strong>in</strong>surance, this time with <strong>in</strong>volvement of partners from the<br />
private sector. The reaction from the latter is not known yet. Besides, the Department of<br />
<strong>Insurance</strong>, GoB is an important stakeholder, with whom contact h<strong>as</strong> been established. The<br />
public sector Krishi Bank is another organization <strong>in</strong>volved <strong>in</strong> credit disbursement to rural<br />
people for agriculture. Besides, the m<strong>in</strong>istries of Commerce, Agriculture, LGRD and<br />
Department of Agri Extension, etc. are important stakeholders of crop <strong>in</strong>surance. Together,<br />
