KEEPING SAFE, KEEPING HEALTHY
PGB continues its holistic approach
in maintaining the high standards of
PETRONAS’ Health, Safety and Environment
Management System (HSEMS) by
implementing proactive measures, focusing
on compliance to established procedures
and processes. The revised HSE Policy signed
by Managing Director/Chief Executive Offi cer
(MD/CEO) on 17 December 2009 translates
the commitment of PGB to give priority to
HSE wherever it operates. The collective
effort of PGB Management, staff, vendors
and contractors was critical in ensuring
mitigation and remedy of HSE issues as well as
continuous improvement in HSE management
and performance.
Being Proactively Safe
Up until March 2011, PGB maintained 21
million safe work man-hours without Loss
Time Injury (LTI) incident as well as zero
compoundable cases for regulation noncompliance.
PGB’s HSE Culture Transformation journey
continues through Behavioural Safety
programmes, focusing on common HSE
KPIs for all staff, continuous promotion and
awareness campaigns, enhanced training and
coaching, utilisation of PGB’s online safety
observation tracking system i.e. e-Safety
Observation Safety Audit (eSOSA) as well as
appointment of HSE Culture Change Agents.
In particular, by measuring safety observation
frequency, staff have demonstrated efforts
in conducting safety observations and in the
process learned the implication of unsafe
acts or unsafe behaviours. Change agents
leverage on already established sessions
such as Toolbox Talks, Turnaround daily
meetings, HSE Committee meetings and
HSE Day to communicate HSE updates.
Not forgetting the signifi cant presence of
3rd parties, PGB introduced the Contractor
Safety Management Work Group to ensure
contractors, both old and new, comply with
PETRONAS requirements towards promoting
HSE culture.
In August 2010, PGB launched and
communicated the PETRONAS ZeTo Rules
(Zero Tolerance) company-wide. The 10
ZeTo rules spell out 10 mandatory rules to
be complied to at all times by all employees
and contractors. ZeTo rules are a principle to
ensure all activities are carried out safely and
any non-compliance is not tolerated. HSE work
procedures on misconduct were also revised
in accordance with ZeTo rules requirement.
93 annUaL report 2011
By complying with this work procedure, it
is hoped that staff and contractors alike will
be aware of and remind each other on the
consequences of non-compliance that, aside
from endangering themselves and others, can
also lead to disciplinary action or termination
of contract.
A PGB Tier 3 Emergency response exercise
conducted by the Company was aimed at
testing the implementation of PGB and its
divisional contingency planning and Business
Continuity Plan (BCP), the coordination
amongst responders both internally and
externally as well as the reporting and
communication links between the participating
parties. Related Government authorities
including Polis Di Raja Malaysia (PDRM),
Jabatan Bomba & Penyelamat Malaysia
(JBPM) and Ministry of Health (MOH) as well
as PETRONAS East Coast Regional Offi ce
(ECRO), Central Emergency and Fire Services
(CEFS) and Kertih Integrated Petrochemical
Complex (KIPC) Clinic participated. It was an
overall success.
