As noted above, some veterans chose to invest in businesses <strong>and</strong> others were<br />

able to benefit their chosen communities. So even though the state showed little<br />

interest in them after their service <strong>and</strong> did not set up military hospitals for them<br />

or attend to their welfare, <strong>Roman</strong> army veterans were far from poor <strong>and</strong> ragged<br />

ex-soldiers who needed to beg a crust on street corners. It was in the interests of<br />

safe government to ensure that Italy <strong>and</strong> the provinces were not full of discontented,<br />

poverty-stricken men who could join together under a strong leader <strong>and</strong><br />

make trouble, particularly as they were still relatively young <strong>and</strong> fit when they<br />

reti red , <strong>and</strong> thoro u gh ly tra i n ed in the figh ting met h ods of the troops wh o<br />

would have to be sent against them.<br />
