Operators <str<strong>on</strong>g>of</str<strong>on</strong>g> public services<br />

L<strong>on</strong>d<strong>on</strong> <strong>River</strong> Services<br />

3.12 L<strong>on</strong>d<strong>on</strong> <strong>River</strong> Services (LRS) that is a part <str<strong>on</strong>g>of</str<strong>on</strong>g> Transport for L<strong>on</strong>d<strong>on</strong> is<br />

resp<strong>on</strong>sible for operating <strong>the</strong> Woolwich Ferries. The ferries are maintained in <strong>the</strong><br />

largest boatyard facility in Greater L<strong>on</strong>d<strong>on</strong> in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> employees (see para 2.14<br />

above). In additi<strong>on</strong> LRS operates eight <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> principal piers in Central L<strong>on</strong>d<strong>on</strong>. The<br />

piers have <strong>the</strong>ir own maintenance requirements that are described in Appendix 3.<br />

The eight p<strong>on</strong>to<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Greenwich pier were last renovated by Interserve at Dent<strong>on</strong><br />

Ship Repairers, Gravesend. Most <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> o<strong>the</strong>r piers are new and arrangements for<br />

<strong>the</strong>ir refit have yet to be established.<br />

L<strong>on</strong>d<strong>on</strong> Fire Brigade<br />

3.13 L<strong>on</strong>d<strong>on</strong> Fire Brigade operates two fireboats from a p<strong>on</strong>to<strong>on</strong> adjoining<br />

Lambeth Fire Stati<strong>on</strong> for use <strong>on</strong> river incidents. The p<strong>on</strong>to<strong>on</strong> was towed by tugs to<br />

and from a slipway in Rochester for a 10 year refit in 2002. The fireboats Firedart and<br />

Fireflash have been refitted at Francis H Newman (Shipyards) Ltd, Twickenham.<br />

<strong>River</strong> Police<br />

3.14 The patrol activities <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>River</strong> Police have been reduced such that <strong>the</strong> boats<br />

are now operated from a single base at Wapping. There is a purpose built boatyard<br />

for maintaining patrol boats at Wapping. Emergency cover <strong>on</strong> <strong>the</strong> <strong>River</strong> <strong>Thames</strong> in<br />

L<strong>on</strong>d<strong>on</strong> was augmented in January 2002 by <strong>the</strong> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> three RNLI stati<strong>on</strong>s<br />

at Teddingt<strong>on</strong>, Chiswick and Tower Pier.<br />

Port <str<strong>on</strong>g>of</str<strong>on</strong>g> L<strong>on</strong>d<strong>on</strong> Authority<br />

3.15 The Port <str<strong>on</strong>g>of</str<strong>on</strong>g> L<strong>on</strong>d<strong>on</strong> Authority operates various harbour master patrol boats,<br />

salvage and driftwood vessels in Greater L<strong>on</strong>d<strong>on</strong>. The PLA operates its own boatyard<br />

facilities at Dent<strong>on</strong> Wharf Gravesend that has facilities to maintain buoys and small<br />

patrol craft. The PLA has recently installed a new hoist dock and travel that can raise<br />

vessels up to 65 t<strong>on</strong>s and 21/22 metres l<strong>on</strong>g by 6.8 metres beam – providing <strong>the</strong>y<br />

are properly balanced. The facilities at Dent<strong>on</strong> Wharf are not sufficient to maintain all<br />

<strong>the</strong> PLA’s craft. The patrol craft are maintained at Gillingham Marina. The salvage craft<br />

(30 x 10 metres x 300 t<strong>on</strong>nes) is refitted at ABP Port <str<strong>on</strong>g>of</str<strong>on</strong>g> Lowest<str<strong>on</strong>g>of</str<strong>on</strong>g>t. (See Appendix 4).<br />

Privately owned vessels and houseboats<br />

3.16 The variety <str<strong>on</strong>g>of</str<strong>on</strong>g> different types <str<strong>on</strong>g>of</str<strong>on</strong>g> privately owned vessels is matched by <strong>the</strong><br />

range <str<strong>on</strong>g>of</str<strong>on</strong>g> boatyards set out in Table 2.3. A clear fact emerging from c<strong>on</strong>sultati<strong>on</strong> with<br />

<strong>the</strong> boatyards listed in Table 2.2 is that <strong>the</strong> peak demand for work <strong>on</strong> passenger boats<br />

is during <strong>the</strong> winter low seas<strong>on</strong>. These boatyards are available for privately owned<br />

boats and houseboats during <strong>the</strong> rest <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> year. There is a market for <strong>the</strong><br />

restorati<strong>on</strong> and c<strong>on</strong>versi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> vessels for use as houseboats. The limited source <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

supply <str<strong>on</strong>g>of</str<strong>on</strong>g> vessels such as Dutch barges is resulting in <strong>the</strong> c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new barges<br />

by MSO Marine Services at Brentford and also by E & S Powell <strong>on</strong> <strong>the</strong> Grand Uni<strong>on</strong><br />

Canal at Bulls Bridge, Hayes. Both sites are owned by British Waterways and were<br />

originally used for tug and barge building.<br />

Boat Safety Scheme<br />

3.17 Most boats registered with <strong>the</strong> Envir<strong>on</strong>ment Agency for use <strong>on</strong> <strong>the</strong> <strong>River</strong><br />

<strong>Thames</strong> above Teddingt<strong>on</strong> Lock or with British Waterways for use <strong>on</strong> <strong>the</strong> L<strong>on</strong>d<strong>on</strong><br />

canals need to meet <strong>the</strong> requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Boat Safety Scheme (BSS). A boat<br />

inspecti<strong>on</strong> is required every four years. It acts as a ‘MOT’ and <strong>the</strong> main c<strong>on</strong>cerns are<br />

to protect boaters form fire hazards and carb<strong>on</strong> m<strong>on</strong>oxide pois<strong>on</strong>ing. A boat<br />

inspecti<strong>on</strong> can be carried out <strong>on</strong> <strong>the</strong> mooring but it may be necessary to have<br />

remedial work d<strong>on</strong>e in a boatyard.<br />
