provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new pilings and p<strong>on</strong>to<strong>on</strong>s; most sou<strong>the</strong>rly 80m for residential houseboat<br />

moorings, <strong>the</strong> remainder for commercial moorings.”<br />
