Mr Collier has suffered from complaints about <strong>the</strong> noise generated by his activities<br />
by <strong>the</strong> residents <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> new housing that has been developed adjacent to <strong>the</strong> site.<br />
The same residents have also complained about <strong>the</strong> o<strong>the</strong>r boatyard operati<strong>on</strong>s by <strong>the</strong><br />
Ait, adjacent to <strong>the</strong>ir houses. Mr Collier has operated from <strong>the</strong> site for 18 years and<br />
several years ago, brought in a larger floating dry dock to replace <strong>the</strong> existing floating<br />
dry dock at <strong>the</strong> site which was becoming too small for <strong>the</strong> craft <strong>the</strong>y maintain. The LB<br />
Hounslow have since instigated enforcement acti<strong>on</strong> against <strong>the</strong> dry dock alleging it is<br />
a breach <str<strong>on</strong>g>of</str<strong>on</strong>g> planning c<strong>on</strong>trol and a public inquiry to hear <strong>the</strong> appeal against <strong>the</strong><br />
enforcement notice was held in April, 2000. Mr. Collier w<strong>on</strong> his appeal against<br />
enforcement acti<strong>on</strong>. In 2003 he obtained planning permissi<strong>on</strong> to ro<str<strong>on</strong>g>of</str<strong>on</strong>g> over <strong>the</strong> dry<br />
dock to reduce potential noise impacts bey<strong>on</strong>d <strong>the</strong> site and to enable better quality<br />
paint finishes to be achieved during <strong>the</strong> winter. The ro<str<strong>on</strong>g>of</str<strong>on</strong>g> has not been c<strong>on</strong>structed<br />
due to o<strong>the</strong>r priorities.<br />
