Revisi<strong>on</strong>s to <strong>the</strong> applicati<strong>on</strong> indicated in October 2005 were submitted to <strong>the</strong> Council<br />

<strong>on</strong> 30 November 2005 (ultimately published <strong>on</strong> 10 January 2006). These revisi<strong>on</strong>s<br />

reduced <strong>the</strong> number <str<strong>on</strong>g>of</str<strong>on</strong>g> residential units by <strong>on</strong>e and also altered <strong>the</strong> design <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

buildings, included alterati<strong>on</strong>s to <strong>the</strong> landscaping details and bridge. The alterati<strong>on</strong>s<br />

The applicati<strong>on</strong> is yet to be determined by <strong>the</strong> L<strong>on</strong>d<strong>on</strong> Borough <str<strong>on</strong>g>of</str<strong>on</strong>g> Richm<strong>on</strong>d Up<strong>on</strong><br />

<strong>Thames</strong>. The most recent technical work put toge<strong>the</strong>r by <strong>the</strong> Borough and applicant<br />

is in relati<strong>on</strong> to a bat survey and envir<strong>on</strong>mental aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> scheme. Objecti<strong>on</strong>s to<br />

<strong>the</strong> scheme have been raised by <strong>the</strong> EA and English Nature. Nothwithstanding this,<br />

<strong>the</strong> GLA Biodiversity unit has supported <strong>the</strong> findings <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> survey and expressed a<br />

view that <strong>the</strong> recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> report should be secured through planning<br />

c<strong>on</strong>diti<strong>on</strong>.<br />

Comments (2000)<br />

The yard is involved in <strong>the</strong> repair and maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> craft. Mr Adams has already<br />

carried out an extensive programme <str<strong>on</strong>g>of</str<strong>on</strong>g> refurbishment to <strong>the</strong> (listed) unit. Fur<strong>the</strong>r work<br />

(including <strong>the</strong> replacement <str<strong>on</strong>g>of</str<strong>on</strong>g> some ro<str<strong>on</strong>g>of</str<strong>on</strong>g> trusses which have been cut through) is<br />

planned. An area <str<strong>on</strong>g>of</str<strong>on</strong>g> hardstanding will be created when <strong>the</strong> derelict adjacent unit is<br />

demolished. Mr Adams is interested in leasing this area but would be precluded from<br />

charging people to store craft <strong>on</strong> it by <strong>the</strong> terms <str<strong>on</strong>g>of</str<strong>on</strong>g> his lease.<br />

The 120 feet l<strong>on</strong>g covered slipway is a scarce resource <strong>on</strong> this part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> <strong>River</strong><br />

<strong>Thames</strong>.<br />

Comments (2007)<br />

The planning applicati<strong>on</strong> by Terence Hill Developments states that <strong>the</strong> 74 dwellings<br />

will provide <strong>the</strong> funding necessary to restore <strong>the</strong> listed boat houses and o<strong>the</strong>r<br />

buildings.<br />

Mr. Adams was unable to comment <strong>on</strong> <strong>the</strong> effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> proposed residential<br />

development <strong>on</strong> his boatyard business as <strong>the</strong> licence that he has to occupy unit 2 at<br />

Platts Eyot precludes him from doing so. There is clearly a c<strong>on</strong>cern that he may be<br />

forced to pay unec<strong>on</strong>omic rent for use <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> restored covered slipway. Such<br />

c<strong>on</strong>cerns were identified in <strong>the</strong> GLA PDU report <strong>on</strong> <strong>the</strong> planning applicati<strong>on</strong> that said:<br />

• “The L<strong>on</strong>d<strong>on</strong> Plan’s Policy 4C.18 is clear in its requirement that <strong>the</strong> <strong>Mayor</strong> will<br />

seek to support facilities and activities in <strong>the</strong> Blue Ribb<strong>on</strong> Network and<br />

specifically identifies <strong>the</strong> need to retain boatyards, boat storage and repair<br />

facilities. The refurbishment and retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> river related uses <str<strong>on</strong>g>of</str<strong>on</strong>g> boatyards<br />

and boathouses are <strong>the</strong>refore particularly welcomed as an integral part <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />

scheme. The retenti<strong>on</strong>, refurbishment and creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> new river related facilities<br />

justifies o<strong>the</strong>r development <strong>on</strong> this site, but such facilities would need to be<br />

made available under financial and o<strong>the</strong>r c<strong>on</strong>diti<strong>on</strong>s that are realistic for <strong>the</strong><br />

potential clients/user market.<br />
