Mr Osgood was not aware <str<strong>on</strong>g>of</str<strong>on</strong>g> any complaints about activities at <strong>the</strong> site. The adjacent<br />
site (including a disused jetty) is owned by LB Kensingt<strong>on</strong> and Chelsea. Mr Osgood<br />
had approached <strong>the</strong> Council with a view to leasing <strong>the</strong> land to provide a grid so <strong>the</strong>y<br />
could work <strong>on</strong> more craft. The Council however have declined to lease <strong>the</strong> site, even<br />
though it has been vacant for nearly 30 years as <strong>the</strong>re seems to be uncertainty about<br />
<strong>the</strong> future use <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> site.<br />
