• Newham College occupies <strong>the</strong> former <strong>Thames</strong> House that was used by <strong>the</strong> PLA<br />
to service buoys and o<strong>the</strong>r marine equipment; and<br />
• <strong>the</strong> site is in public ownership.<br />
5.10 There are, however, a number <str<strong>on</strong>g>of</str<strong>on</strong>g> significant c<strong>on</strong>straints:<br />
• <strong>the</strong> 6 metre building height would c<strong>on</strong>strain <strong>the</strong> usefulness <str<strong>on</strong>g>of</str<strong>on</strong>g> buildings;<br />
• <strong>the</strong>re would be restricti<strong>on</strong>s <strong>on</strong> <strong>the</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g> cranes;<br />
• <strong>the</strong> LDA is proposing residential development <strong>on</strong> <strong>the</strong> southwest side <str<strong>on</strong>g>of</str<strong>on</strong>g> Galli<strong>on</strong>s<br />
Marina creating a waterfr<strong>on</strong>t view into <strong>the</strong> marine employment site (see Figure<br />
5.2). The SPG also proposes a bridge that would sever <strong>the</strong> existing basin in <strong>the</strong><br />
marina that could provide a useful covered wet dock; and<br />
• <strong>the</strong> LDA has advised that it is unlikely to be possible to find a relocati<strong>on</strong> site for<br />
Newham College.<br />
5.11 It is bey<strong>on</strong>d <strong>the</strong> scope <str<strong>on</strong>g>of</str<strong>on</strong>g> this study to do much more than identify <strong>the</strong><br />
opportunities <strong>on</strong> this site and to make some very general indicati<strong>on</strong>s as to what could<br />
be provided here. In <strong>the</strong> course <str<strong>on</strong>g>of</str<strong>on</strong>g> our research we have obtained <strong>the</strong> following<br />
observati<strong>on</strong>s about <strong>the</strong> site.<br />
• It would be possible to create a facility large enough for <strong>the</strong> l<strong>on</strong>gest <strong>Thames</strong><br />
Clipper (38 metres length x 9.6 metres beam) but not <strong>the</strong> Silver Sturge<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Woods <strong>River</strong> Cruises (61 metres x 13.4 metres).<br />
• Sean Collins <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Thames</strong> Clippers has advised that UKAE, <strong>the</strong> designers <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />
<strong>Thames</strong> Clippers, has looked at Galli<strong>on</strong>s Point Marina with a view to establishing<br />
modern marine repair facilities <strong>the</strong>re. However, <strong>the</strong> firm appears to have been<br />
unaware <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> possible availability <str<strong>on</strong>g>of</str<strong>on</strong>g> land fr<strong>on</strong>ting <strong>the</strong> <strong>Thames</strong> that forms part<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Newham College site.<br />
• One way <str<strong>on</strong>g>of</str<strong>on</strong>g> overcoming <strong>the</strong> height restricti<strong>on</strong> may be to create a covered<br />
slipway dry dock that is partly dug into <strong>the</strong> ground.<br />
• The PLA has endorsed <strong>the</strong> c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> improved facilities in this locati<strong>on</strong><br />
suggesting that a hoist dock and travel hoist ra<strong>the</strong>r than a dry dock slipway<br />
would provide better flexibility in <strong>the</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> site.<br />
Eric Miller <str<strong>on</strong>g>of</str<strong>on</strong>g> Galli<strong>on</strong>s Point Marina has said that he would have no objecti<strong>on</strong> to<br />
<strong>the</strong> rec<strong>on</strong>figurati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> land-based facilities <strong>on</strong> <strong>the</strong> marina site that includes<br />
an existing maintenance workshop. Generally L<strong>on</strong>d<strong>on</strong> City Airport seeks to<br />
restrict height <str<strong>on</strong>g>of</str<strong>on</strong>g> cranes to 15 metres but can go up to 17 metres. Relati<strong>on</strong>ships<br />
with L<strong>on</strong>d<strong>on</strong> City Airport are very good. The Marina always c<strong>on</strong>tacts LCR before<br />
<strong>the</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g> cranes and LCR always gives approval. (See Appendix 5).<br />
• <strong>the</strong> East L<strong>on</strong>d<strong>on</strong> Learning and Skills Council (LSC) has advised that <strong>the</strong> Newham<br />
College site provides c<strong>on</strong>structi<strong>on</strong> training through John Laing Training, a third<br />
party provider. This is not <strong>the</strong> preferred method <str<strong>on</strong>g>of</str<strong>on</strong>g> provisi<strong>on</strong> as far as <strong>the</strong> LSC is<br />
c<strong>on</strong>cerned. Such c<strong>on</strong>tracts are generally reviewed <strong>on</strong> a regular basis. Barking<br />
College opened a new building for c<strong>on</strong>structi<strong>on</strong> training in 2002. The LSC could<br />
organise marine skills training through Newham College subject to funding.<br />
5.12 Two opti<strong>on</strong>s are set out to indicate how <strong>the</strong> site could be used. Figure 5.3<br />
shows an arrangement comprising a draw dock slipway, wet dock and floating dry<br />
dock. Figure 5.4 shows an arrangement comprising a hoist dock, hardstanding and<br />
wet dock. Nei<strong>the</strong>r opti<strong>on</strong> strictly c<strong>on</strong>forms to <strong>the</strong> Royal Albert Basin SPG because<br />
that document seeks to use <strong>the</strong> waterfr<strong>on</strong>t areas <strong>on</strong> <strong>the</strong> south west side <str<strong>on</strong>g>of</str<strong>on</strong>g> Galli<strong>on</strong>s<br />
Point Marina to add value to residential development by providing a water fr<strong>on</strong>tage.<br />
However, for <strong>the</strong> allocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 8.600 square metres <str<strong>on</strong>g>of</str<strong>on</strong>g> marine industry to be a viable<br />
propositi<strong>on</strong> it would be necessary to have facilities to enable vessels to be moved<br />
into <strong>the</strong> proposed workshops.<br />
