La observación más bien sugiere que los<br />
líderes intercambian tanto políticas públicas<br />
como alternativas institucionales sobre<br />
la base de unas preferencias de los ciudadanos<br />
relativamente estables. Ya sabemos<br />
que el alcance de las decisiones sobre políticas<br />
públicas depende en parte de las reglas<br />
institucionales existentes en cada momento.<br />
Pero también las instituciones son<br />
elegidas, reformadas y sustituidas por medio<br />
de decisiones estratégicas, y con mucha<br />
mayor frecuencia de lo que algunos<br />
