and approved in Council of Ministers,
after which it is sent to the President
of the Republic for promulgation.

the Parliament, so that the latter can
pronounce on it.
Maximum instance of executive
administration of the State. The set of
executive leaders of the State is
normally called government, cabinet
or Council of Ministers.
Quality of that which is illegal or
contrary to the law.
Agreement resulting from the
convergence of wills of two or more
international law subjects, formalized
in a written text, with the purpose of
producing legal effects in the
international plan. In other words, the
treaty is a means through which
international law subjects – mainly
national States and international
organizations – determine rights and
obligations between themselves. The
States and international organizations
(and other international law subjects)
that celebrate a certain treaty are
called ―Contracting Parties‖ (or simply
―Parties‖) of this treaty.

Estado. O conjunto de lideres
executivos do Estado,
normalmente, é chamado
Governo, Gabinete Ministerial ou
Conselho de Ministros.
Qualidade do que é illegal ou
contrário à Lei.
Acordo que resulta da
convergência da vontade de dois
ou mais temas sujeitos na lei
internacional, formalizado em
texto escrito, com o propósito de
produzir efeitos legais no plano
internacional. Em outras palavras,
o tratado é um meio que o sujeito
da lei internacional utiliza –
maioritariamente Estados
Nacionais e organizações
Internacionais – para determinar
direitos e obrigações entre eles.
Os Estados e as organizações
Internacionais (e outros sujeitos
da lei internacional) que celebram
dado tratado é denominado de
―Partes Contratantes‖ ou,
simplesmente, ―Partes‖ do
tratado.
