exercício financeiro,
descriminando os objectivos e as
metas que serão alcançadas pela
Administração Pública.
De acordo com a Constituição é
um ato contrário à lei ou ao ato
normativo (resolução, decreto).
Esta incompatibilidade pode ser
formal (falta de observação das
leis necessárias ao processo de
elaboração legislativo ou de
edição) e/ou material (de acordo
com o conteúdo da lei ou do ato
normativo e da sua conformidade
com os princípios constitucionais
e regras).
