Official newspaper of the Republic of
Timor-Leste, which publishes the laws
so that they may enter into force. It is
published by the National Printing
House in two series: Laws, Decree-
Laws, decisions by the Constitutional
Court and other relevant texts are
published in Series I; regulations,
public contracts, etc. are published in
Series II. As in many other countries,
legislative texts enter into force only
after being published.
The word law can be used with three
different meanings, according to the
intended scope. In the broadest
sense, law is every legal rule, written
or not, and covers the habits and all
rules formally produced by the State.
In a broad sense, law is the written
legal rule, excluding legal habit. In a
strict sense, it means the normative
act by excellence, issued from the
National Parliament.
Science that studies the ways of
designing and writing normative acts.
In colloquial terms, law-making is the
art of drafting laws well, in the sense
that it consubstantiates a set of rules
– law-making rules – the purpose of
which is to contribute to a good
drafting of laws.
Set of legal requirements for starting
a process.
Set of legal precepts regulating a
certain matter.
Manifestation of the will with strength
of law and meant to produce law
effects. It is one of the three
sovereign powers of the State,
responsible for the drafting of laws.
Legal capacity for drafting laws,
decree-laws, regulations and decrees.
Power to legislate, create and
sanction laws. The goal is to draft law
rules with general or individual scope
that are applied to all society, in view
of satisfying the needs of the pressure
groups; public administration; society.
The legislative power elementary
functions include that of overseeing
the executive power and voting on
budget laws.

para que possam entrar em vigor.
É publicado pela Imprensa
Nacional em dua series: Leis,
Decretos-Lei, decisões do
Tribunal Constitucional e outros
textos relevantes também são
publicados na série I; regulações,
contractos públicos, etc são
publicadas na Série II. Tal como
acontece em outros países, os
textos legislativos entram em
vigor após serem publicados.
A palavra Lei tem três significados
diferentes, dependendo do
contexto em que é utilizada. Num
sentido mais alargado, lei é uma
regra jurídica, escrita ou não que
cobre os costumes e regras
formalmente produzidas pelo
Estado. Num sentido menos
abrangente, lei é uma regra
jurídica escrita, exluíndo os
costumes legais. Num sentido
mais restrito, significa ato
normativo por excelência,
publicado pelo Parlamento
Nacional.
Ciência que estuda as formas de
designação e de escrita dos atos
normativos. Em termos coloquiais,
fazer lei é uma arte de desenhar
bem as leis, no sentido de unificar
um conjunto de regras jurídicas –
lei de fazer regras – com o
propósito de contribuir para um
bom desenho/escrita das leis.
Um conjunto de requerimentos
legais para começar um processo.
Um conjunto de normas de
regulação de um determinado
assunto.
Manifestação da vontade com
forte sentido da lei e que tem
como objectivo produzir efeitos
legais. É um dos três poderes
soberanos do Estado,
responsável pelo projecto de leis.
Capacidade legal de escrever as
leis, decretos-lei, regulações e
decretos.
Poder para legislar, criar e
sancionar as leis. O objective é
escrever as regras legais num
âmbito mais alargado ou
individual que é aplicado em toda
a sociedade, com a finalidade de
satisfazer todas as necessidades
dos grupos de pressão,
administração pública e a
sociedade. O poder legislative e
as suas funções elementares
incluem o de controlar o poder
