ABSTRACT<br />
The National Commission for Telecommunications CONATEL in<br />
compliance with article 5 from the Law of Social Responsibility in Radio and<br />
Television has developed the Technical Norms for the Integration of Hearing<br />
Impaired Persons to allow for the reception of the messages broadcasted<br />
through the Television Services, in conformity with Official Gazette Number<br />
38.530 dated September, 26 th 2006.<br />
The project looks to rule the incorporation of sign language interpreters in<br />
at least one of the informative programs broadcasted in each of the scheduled<br />
blocks established in the Law of Social Responsibility in Radio and Television,<br />
in addition to “guarantee the integration of hearing impaired persons in favor of<br />
their better enjoyment.”<br />
In this matter, as a final thesis project, the students Yosnelli Hernández<br />
and Yoalbis Guormetts realized an interpretative <strong>audiovisual</strong> news project about<br />
the incorporation of sign language interpreters and subtitles into the local<br />
programming schedule of the Venezuelan television and the integration that<br />
might result for this plan.<br />
The objective is to clarify and aggregate ideas into this subject, which<br />
has not been sufficiently studied, taking into consideration the information that<br />
can be obtained by civil associations that group hearing impaired persons,<br />
representatives from private television stations, CONATEL, among others; with<br />
the sole purpose of analyzing the scope of the proposal from every possible<br />
angle and offer the viewer impartial and equilibrated information.<br />
