Reportaje interpretativo audiovisual - cultura Sorda

ABSTRACT
The National Commission for Telecommunications CONATEL in
compliance with article 5 from the Law of Social Responsibility in Radio and
Television has developed the Technical Norms for the Integration of Hearing
Impaired Persons to allow for the reception of the messages broadcasted
through the Television Services, in conformity with Official Gazette Number
38.530 dated September, 26 th 2006.
The project looks to rule the incorporation of sign language interpreters in
at least one of the informative programs broadcasted in each of the scheduled
blocks established in the Law of Social Responsibility in Radio and Television,
in addition to “guarantee the integration of hearing impaired persons in favor of
their better enjoyment.”
In this matter, as a final thesis project, the students Yosnelli Hernández
and Yoalbis Guormetts realized an interpretative audiovisual news project about
the incorporation of sign language interpreters and subtitles into the local
programming schedule of the Venezuelan television and the integration that
might result for this plan.
The objective is to clarify and aggregate ideas into this subject, which
has not been sufficiently studied, taking into consideration the information that
can be obtained by civil associations that group hearing impaired persons,
representatives from private television stations, CONATEL, among others; with
the sole purpose of analyzing the scope of the proposal from every possible
angle and offer the viewer impartial and equilibrated information.
