Apren<strong>de</strong>r <strong>de</strong> las experiencias exitosas <strong>de</strong> otros países en cuanto al manejo y <strong>de</strong>sarrollo <strong>de</strong> los puertos.2. Hacer un ―pacto político‖ que asegure la sustentabilidad <strong>de</strong> los procesos <strong>de</strong> Participación Publico Privado(PPP) en <strong>el</strong> largo plazo, y ejercerás un claro y firme li<strong>de</strong>razgo en la conducción <strong>de</strong> dichos procesos3. Procesar las acciones <strong>de</strong> PPP en <strong>el</strong> in<strong>de</strong>fectible marco <strong>de</strong> ―reforma <strong>de</strong>l Estado‖4. Establecer un a<strong>de</strong>cuado entorno institucional para la ejecución <strong>de</strong> programas y proyectos concretos <strong>de</strong>PPP5. Integrar las diferentes instituciones públicas involucradas en <strong>el</strong> <strong>de</strong>sarrollo <strong>de</strong> programas y proyectos <strong>de</strong>PPP con cuadros especializados para <strong>el</strong> cumplimiento <strong>de</strong> las respectivas funciones a su cargo,brindándoles regular capacitación6. Establecer un apropiado entorno regulatorio bajo <strong>el</strong> cual se llevará a cabo la operación <strong>de</strong> PPP7. Utilizar metodologías específicas para la implementación <strong>de</strong> los proyectos8. Preparar y aplicar a<strong>de</strong>cuados sistemas <strong>de</strong> responsabilidad9. Elaborar un a<strong>de</strong>cuado diagnóstico <strong>de</strong> situación y necesida<strong>de</strong>s <strong>de</strong> inversión, como base para unaapropiada planificación estratégica10.
