coup there were killings, but not on a great scale so we had just
to occupy the terrain and for us it was enough, just show to the
population that UNAMIR was active, show to the Rwandan army
that our objective was to save the peace, because don't forget
with the president, the chief of staff of the army was also killed ...
[the president] was considered a "god" in Rwanda, and the chief
of staff of the army was also a kind of god for the Rwandan. And
it means that the whole country was without any leader and they
were really waiting for a sign from us, and we didn't give that kind
of sign. » 62
Le signe, que le Rwanda n’était pas abandonné de l’extérieur manquait alors. Le
signe, que ce n’était pas indifférent au monde, si on massacrait 800'000 gens.
Mais comment envoyer ce signe, s’il semblait à ce temps-là qu’il y avait cette
indifférence concernant le Rwanda. Comment envoyer un signe que le Rwanda
n’était pas abandonné du monde, s’il l’était en vérité ?
« Ruander zählten für die Welt damals einfach nicht. Die
internationale Gemeinschaft sortierte ihre Prioritäten nach
nationalen Interessen. [...] bei den Entscheidungsprozessen zu
Ruanda ergab sich, dass Ruanda handlungsfähigen Ländern

Gemeinschaft hat den fundamentalen Fehler, dass sie nicht in
der Lage ist, Eigeninteresse zu überwinden und jeden Menschen
als Menschen zu sehen, als genau gleich. » 63
Après la reprise des combats en 1994, le mandat de la MINUAR vient d’être
modifié de manière qu’elle puisse agir comme intermédiaire entre les partis
rwandais, pour essayer de maintenir un cessez-le-feu et pour faciliter les
opérations de secours humanitaires. Mais tout cela toujours est encore sans la
possibilité et la permission d’agir directement pour une amélioration de la situation
en place.
