SUMMARY
Excerpt from the Address given by the
European Parliament Chair, Jerzy Buzek,
at the expiry term of the EP Chair office
JERZY BUZEK:
„WE NEED MORE EUROPE”
I would like to deliver you my vision of
prospects as itemized below:
First of all, we need a new wave of the
political integration. From the long-term
viewpoint, the Community’s interest is a
contribution to interests of individuals.
The thought of a common civilization and
cultural arena in Europe has been highly
resonating for a few centuries already. At
the present it is important to find optimal
political solution that would correspond to
today’s era. Let me kindly make it crystal
clear: we do not wish a super state. Thus, let
us make a decision how we can implement
in practice an idea of unification to the
extent of its diversity and concurrently to
adjust solutions of necessity.
In relation to discussions held on
eventual alterations to the conventions
and/or new treaties I would like to point
out that we won’t succeed unless we come
back to real essentials of cooperation, or, to
a jointly shared fate in Robert Schuman’s
words. Alterations are not subjected to
new rules. The substance of changes is
deemed to be a commitment to live in
compliance with those rules; it is the issue
of mentality.
Second of all, we need a new wave of
the economic integration. We really have
to project the true fiscal and economic
union. Member countries wishing to
reach a progress have to comply with the
Lisbon Treaty. None of the countries has
the right to prevent other countries from
close cooperation. Once anybody has
been put on the side he cannot expect
to play a leading role. It is my wish that
tensions occurred while implementing the
inter-governmental method may lead to a
wider applicability of the Lisbon
Treaty. This is why I would like to
call to get better involved in the
discussions and decision-making
procedure on the floor of the
European Parliament.
Third of all, we really have to
project a true European civic
arena. As I have said already,
while outlining and producing
a new vision for Europe we are
committed to discuss the issues
of high importance to us: security,
safety, to implement own fortune,
to head an active life in local
communities and a sense of
cohesion. Europe needs a bigger
deal of solidarity, answerability,
respect to values and enthusiasm.
I will always serve such Europe with a
good deal of élan and determination. The
European Parliament connecting a number
of nations and representing the body,
implementing the true changes in the
name of all citizens is almost my dream. I
may pronounce the words “I am the Polish
and the European” with pride and hope.
Therefore, I do believe that the unity is our
fortune.
Excerpt from an Interview with
His Excellency Mr. Andrzej Krawczyk,
the Ambassador of the Republic of
Poland to the Slovak Republic
■■ Chairmanship of Poland in the
EU Council was accomplished
this 31st December 2011. How
can you assess the fulfilment of
Poland intentions?
Despite the alterations that
are limiting the task of rotating
Chairmanship in the EU
Council, it is rather complicated
to implement it by the member
countries engaged. However, it
is a concurrent challenge to get
positive evaluations from other
member countries. Further, it
is also deemed to be an option
of a significant influence on building the
European integration and to head own
interests to its entirety.
Poland was in Chairmanship in the times
of an extremely tough era of economic
and financial crises bringing instability,
inevitability to solve the raised conflicts
and it enforced to correct the initial plans.
Prevailing majority of the so-called old
Europe countries expressed their concerns
about Poland’s capability to handle the
management of the pressing issues.
We had to convince them of the state
administration readiness to hold a huge
amount of meetings and to give conferences
under the participation represented by
twenty-seven countries. The Parliamentary
elections which took place concurrently
under the ongoing Chairmanship also
brought further concerns subsequently.
We may recollect how the interior political
conflict in the country veiled the Czech
Chairmanship. The interior political arena
standing turned to be the hot issue over
Hungary’s Chairmanship. However, in
some politicians’ and experts’ opinions, it
is the public of an administering country
and political élite of other member
countries whose assessment will be
crucial. Let me kindly quote the most
characteristic evaluation of the social and
democratic fraction leader in the European
Parliament, Mr. Martin Schulz, who did
assessed Poland in Chairmanship to be
the best over the past years. It is my special
pleasure to point out it was one of the most
positive evaluations appraising Poland
in Chairmanship, given by the most EU
significant politicians.
Notwithstanding, appraisals of
independent experts are a must.
Prevailing majority of them delivered their
standpoints that it had been a decent and
accomplished managerial Chairmanship
efficiently controlling the EU procedures.
Many comments brought highlights
covering that Poland turned to be a dynamic
country having advanced economics. We
are happy to say so as it is a completely
different angle viewing our country. It
may have a significant influence on how
the entire region is going to be perceived
prospectively.
