European Parliament Chair, Jerzy Buzek,<br />

at the expiry term of the EP Chair office<br />

JERZY BUZEK:<br />

„WE NEED MORE EUROPE”<br />

I would like to deliver you my vision of<br />

prospects as itemized below:<br />

First of all, we need a new wave of the<br />

political integration. From the long-term<br />

viewpoint, the Community’s interest is a<br />

contribution to interests of individuals.<br />

The thought of a common civilization and<br />

cultural arena in Europe has been highly<br />

resonating for a few centuries already. At<br />

the present it is important to find optimal<br />

political solution that would correspond to<br />

today’s era. Let me kindly make it crystal<br />

clear: we do not wish a super state. Thus, let<br />

us make a decision how we can implement<br />

in practice an idea of unification to the<br />

extent of its diversity and concurrently to<br />

adjust solutions of necessity.<br />

In relation to discussions held on<br />

eventual alterations to the conventions<br />

and/or new treaties I would like to point<br />

out that we won’t succeed unless we come<br />

back to real essentials of cooperation, or, to<br />

a jointly shared fate in Robert Schuman’s<br />

words. Alterations are not subjected to<br />

new rules. The substance of changes is<br />

deemed to be a commitment to live in<br />

compliance with those rules; it is the issue<br />

of mentality.<br />

Second of all, we need a new wave of<br />

the economic integration. We really have<br />

to project the true fiscal and economic<br />

union. Member countries wishing to<br />

reach a progress have to comply with the<br />

Lisbon Treaty. None of the countries has<br />

the right to prevent other countries from<br />

close cooperation. Once anybody has<br />

been put on the side he cannot expect<br />

to play a leading role. It is my wish that<br />

tensions occurred while implementing the<br />

inter-governmental method may lead to a<br />

wider applicability of the Lisbon<br />

Treaty. This is why I would like to<br />

call to get better involved in the<br />

discussions and decision-making<br />

procedure on the floor of the<br />

European Parliament.<br />

Third of all, we really have to<br />

project a true European civic<br />

arena. As I have said already,<br />

while outlining and producing<br />

a new vision for Europe we are<br />

committed to discuss the issues<br />

of high importance to us: security,<br />

safety, to implement own fortune,<br />

to head an active life in local<br />

communities and a sense of<br />

cohesion. Europe needs a bigger<br />

deal of solidarity, answerability,<br />

respect to values and enthusiasm.<br />

I will always serve such Europe with a<br />

good deal of élan and determination. The<br />

European Parliament connecting a number<br />

of nations and representing the body,<br />

implementing the true changes in the<br />

name of all citizens is almost my dream. I<br />

may pronounce the words “I am the Polish<br />

and the European” with pride and hope.<br />

Therefore, I do believe that the unity is our<br />

fortune.<br />

His Excellency Mr. Andrzej Krawczyk,<br />

the Ambassador of the Republic of<br />

Poland to the Slovak Republic<br />

■■ Chairmanship of Poland in the<br />

EU Council was accomplished<br />

this 31st December 2011. How<br />

can you assess the fulfilment of<br />

Poland intentions?<br />

Despite the alterations that<br />

are limiting the task of rotating<br />

Chairmanship in the EU<br />

Council, it is rather complicated<br />

to implement it by the member<br />

countries engaged. However, it<br />

is a concurrent challenge to get<br />

positive evaluations from other<br />

member countries. Further, it<br />

is also deemed to be an option<br />

of a significant influence on building the<br />

European integration and to head own<br />

interests to its entirety.<br />

Poland was in Chairmanship in the times<br />

of an extremely tough era of economic<br />

and financial crises bringing instability,<br />

inevitability to solve the raised conflicts<br />

and it enforced to correct the initial plans.<br />

Prevailing majority of the so-called old<br />

Europe countries expressed their concerns<br />

about Poland’s capability to handle the<br />

management of the pressing issues.<br />

We had to convince them of the state<br />

administration readiness to hold a huge<br />

amount of meetings and to give conferences<br />

under the participation represented by<br />

twenty-seven countries. The Parliamentary<br />

elections which took place concurrently<br />

under the ongoing Chairmanship also<br />

brought further concerns subsequently.<br />

We may recollect how the interior political<br />

conflict in the country veiled the Czech<br />

Chairmanship. The interior political arena<br />

standing turned to be the hot issue over<br />

Hungary’s Chairmanship. However, in<br />

some politicians’ and experts’ opinions, it<br />

is the public of an administering country<br />

and political élite of other member<br />

countries whose assessment will be<br />

crucial. Let me kindly quote the most<br />

characteristic evaluation of the social and<br />

democratic fraction leader in the European<br />

Parliament, Mr. Martin Schulz, who did<br />

assessed Poland in Chairmanship to be<br />

the best over the past years. It is my special<br />

pleasure to point out it was one of the most<br />

positive evaluations appraising Poland<br />

in Chairmanship, given by the most EU<br />

significant politicians.<br />

Notwithstanding, appraisals of<br />

independent experts are a must.<br />

Prevailing majority of them delivered their<br />

standpoints that it had been a decent and<br />

accomplished managerial Chairmanship<br />

efficiently controlling the EU procedures.<br />

Many comments brought highlights<br />

covering that Poland turned to be a dynamic<br />

country having advanced economics. We<br />

are happy to say so as it is a completely<br />

different angle viewing our country. It<br />

may have a significant influence on how<br />

the entire region is going to be perceived<br />

prospectively.<br />
