The Nubi<strong>an</strong> S<strong>an</strong>dstone Aquifer System (NSAS)The Nubi<strong>an</strong> S<strong>an</strong>dstone Aquifer SystemMari<strong>an</strong>ne Alker1 IntroductionThe study described here was one of five carried out for the research project“tr<strong>an</strong>sboundary groundwater m<strong>an</strong>agement in Africa”. The Nubi<strong>an</strong>S<strong>an</strong>dstone Aquifer System (NSAS) was selected for the study because it isone of the largest <strong>an</strong>d most import<strong>an</strong>t tr<strong>an</strong>sboundary aquifer systems inNorthern Africa, where depen<strong>den</strong>cy on groundwater is high <strong>an</strong>d the m<strong>an</strong>agementof shared groundwater is <strong>an</strong> import<strong>an</strong>t, politically sensitive issuewith social, economic <strong>an</strong>d national security dimensions. This is so muchthe case that the ripari<strong>an</strong> countries have already set up <strong>an</strong> institutionalstructure for information exch<strong>an</strong>ge <strong>an</strong>d joint m<strong>an</strong>agement of the NSAS.The findings presented here are the result of a literary research study <strong>an</strong>dc<strong>an</strong> therefore give only a limited insight into the complex modelling activitiescurrently being carried out in the NSAS region. However, theymake it possible to draw conclusions concerning strategic options forGerm<strong>an</strong> development cooperation.This paper describes the major characteristics of the aquifer <strong>an</strong>d its usepatterns in the ripari<strong>an</strong> countries <strong>an</strong>d <strong>an</strong>alyzes the incentives for tr<strong>an</strong>sboundarycooperation in m<strong>an</strong>aging the NSAS. The paper then depictssteps already taken by the ripari<strong>an</strong> countries for interripari<strong>an</strong> cooperationregarding the aquifer <strong>an</strong>d ends by <strong>an</strong>alyzing the challenges ahead. Finally,it formulates conclusions <strong>an</strong>d recommendations.2 Characteristics of the Nubi<strong>an</strong> S<strong>an</strong>dstone AquiferSystemAlthough the NSAS has been the subject of numerous studies, scientificknowledge of this aquifer system is still limited. There exist for it no preciseestimates of such characteristic values as the total volume of waterstored, the rate of groundwater flow, <strong>an</strong>d total <strong>an</strong>nual extraction from it (A.Marg<strong>an</strong>e, personal communication 2007). Estimates of the total amount ofgroundwater stored, for example, vary from 15,000 km³ (Ambroggi 1966,Germ<strong>an</strong> Development Institute 237
