To Protect District Campus Properties<br />

From Sale<br />

WHEREAS, the Pacific Southwest District Board of<br />

Directors, at its January 11th, 2012 meeting, decided<br />

to place all seventeen (17) of the district's real estate<br />

holdings for potential sale in order to offset $6<br />

million of district indebtedness, and<br />

WHEREAS, included among these 17 properties are<br />

three campus congregations at University of California<br />

- San Diego (UCSD), University of California - Los<br />

Angeles (UCLA), and Arizona State University —<br />

Phoenix (ASU), and<br />

WHEREAS, "brick and mortar" congregations<br />

provide a physical outpost and center for campus<br />

mission and ministry and a sanctuary for college<br />

students facing an increasingly secular environment<br />

hostile to Christianity; and<br />

WHEREAS, these campus properties are home to<br />

congregations who serve their respective campus<br />

communities, including a growing population of<br />

international students, and<br />

WHEREAS, the sale of these properties would signal<br />

the retreat of a significant Lutheran presence at these<br />

campuses; and<br />

WHEREAS, these campus properties were<br />

purchased and developed by the Pacific Southwest<br />

District with monies expressly set aside for the<br />

purpose of establishing a campus ministry;<br />

and<br />

WHEREAS, the deeds for these properties are held<br />

by the Pacific Southwest District as stewardship of a<br />

sacred trust and not as real estate investments to be<br />

liquidated at the District's discretion; therefore be it<br />

RESOLVED, that the Pacific Southwest District<br />

affirms and supports its campus ministries and<br />

reaffirms its commitment to a visible and<br />

viable presence on college campuses; and be it<br />

further<br />

RESOLVED, that the Pacific Southwest District<br />

Board of Directors be directed to remove the three<br />

campus properties at UCSD, UCLA, and ASU from<br />

its list of properties available for sale; and be it further<br />

RESOLVED, that the Pacific Southwest District<br />

Board of Directors be directed to offer the deeds of<br />

these campus properties to their respective<br />

congregations; and be it further<br />

RESOLVED, that in the event the campus<br />

congregation is unwilling or unable to assume<br />

ownership of its property, a three-year moratorium<br />

on the sale of the property be established before the<br />

property can be listed for sale during which time an<br />

effort will be made to revitalize that congregation; and<br />

be it further<br />

RESOLVED, that these properties may be sold at<br />

the recommendation of the PSW Board of Directors<br />

only with the approval of the district in convention;<br />

and be it finally<br />

RESOLVED, that any proceeds from the sale of a<br />

campus property be specifically earmarked and set<br />

aside for the express purpose of campus ministry.<br />
