9.8.3 How Do We Fix These Issues?<br />

Overview<br />

The landscape of this region could be managed sustainably through the implementation of<br />

the appropriate planning controls. The issues of future development and acid sulfate soil<br />

runoff could be managed by amending the local environmental and development control<br />

plans.<br />

There are a number of opportunities available to manage the water cycle of Moruya and<br />

South Heads. Traditionally all opportunities available for the water supply, wastewater and<br />

stormwater were often evaluated in isolation. In this strategy, all available opportunities<br />

were identified and coarse screened (see Appendix C). The coarse screening process<br />

recognises that there are immediate and short term measures, and medium to long term<br />

water cycle management opportunities. The immediate and short term measures need to<br />

be implemented as a matter of priority to achieve legislative compliance and best practice<br />

standards. The short-listed medium to long term water cycle management opportunities<br />

would in the long run deliver water cycle sustainability, public health protection and<br />

improved service standards.<br />

Short term Measures<br />

The short term measures include:<br />

Expanding the simple data management system into a comprehensive Shire wide<br />

system that is able to record and store operational and performance monitoring<br />

information.<br />

Initiating regular and systematic monitoring of the operational parameters such as<br />

daily water use, sewage flows, water quality etc and more strategic environmental<br />

and social parameters.<br />

Establishing a water supply reticulation network model to confirm pressure and<br />

firefighting service standards.<br />

Updating the asset registers to ensure the asset information is complete and up to<br />

Medium to Long term <strong>Water</strong> <strong>Cycle</strong> <strong>Management</strong> Opportunities<br />

The medium to long term opportunities are related to enhancing the sustainability of the<br />

water cycle, protecting the public health and environment and improving the service<br />

standards.<br />

Table 9-23 presents the water cycle management opportunities, their relative capital and<br />

present value costs over a 30-year period at an annual discount rate of 7%. Whilst the costs<br />

are indicative only, the relative cost difference between the opportunities should be similar.<br />
