provide a forum for public review and participation with all plans requiring a mandatory<br />

exhibition and submission period.<br />

The traditional approach to water management is to separate water, wastewater and<br />

stormwater and treat each in isolation. In this strategy, all available opportunities have been<br />

identified and coarse screened (see Appendix C). The short listed water cycle management<br />

opportunities are discussed below.<br />

<strong>Water</strong> <strong>Cycle</strong> <strong>Management</strong> Opportunities<br />

There are both short and medium term measures to improve the water cycle management<br />

at Congo. The short term measures should be implemented as a matter of priority to<br />

achieve best practice standard immaterial of the medium term opportunities.<br />

Short Term Measures<br />

The short term measures include:<br />

Regular monitoring of on-site wastewater management systems for performance<br />

and integrity<br />

Systematic monitoring of local waterways and urban stormwater quality and<br />

quantity.<br />

Regular mail-outs of ways to maintain the on-site water and wastewater systems<br />

including information on water conservation<br />

The above short term measures are complimentary to the proposed medium term<br />

measures and would help Council and the community to manage their water cycle more<br />

sustainably.<br />

Medium to Long Term <strong>Water</strong> <strong>Cycle</strong> <strong>Management</strong> Opportunities<br />

Medium term opportunities are measures related to improving the long term sustainability of<br />

the water cycle. In addition, these opportunities will also reduce public health and<br />

environmental impacts and enhance the standards for the water services. Table 9-26<br />

presents these opportunities along with their capital and present value at an annual<br />

discount rate of 7%.<br />
