Thus when considering the supply of non-urban users, Council must consider how it will<br />
source the water before committing to supply them. Other water sources may be<br />
appropriate for such users (e.g. reclaimed effluent).<br />
Protection of River Flows and Aquifers<br />
The water reforms aim to improve the health of rivers and groundwaters to ensure long<br />
term, secure and viable regional economies. The quality and quantity of water available in<br />
the rivers and streams is seen as an indicator of degradation.<br />
As part of the NSW Government’s reforms to ensure the long term sustainability of the<br />
rivers, <strong>Water</strong> Quality and River Flow Interim Environmental Objectives have been<br />
developed by the EPA (1999). These objectives are designed to guide plans and actions to<br />
achieve healthy waterways. The water management committees, in developing the water<br />
management plans, are required to utilise these objectives.<br />
The water quality objectives aim to protect:<br />
Aquatic ecosystems<br />
Visual amenity<br />
Primary contact recreation<br />
Secondary contact recreation<br />
Livestock water supply<br />
Irrigation water supply<br />
Homestead water supply<br />
Drinking water<br />
Aquatic foods.<br />
The river flow objectives aim to:<br />
Protect pools in dry times<br />
Protect low natural flows<br />
Protect important rises in water levels<br />
Maintain wetland and floodplain inundation<br />
Mimic natural drying in temporary waterways<br />
Maintain natural flow variability<br />
Manage groundwater for ecosystems<br />
Minimise effects of weirs and other structures.<br />
The IWCM strategy for <strong>Eurobodalla</strong> is an important step in achieving the overall reform<br />
objectives. In particular this strategy addresses:<br />
Community and stakeholder consultation in the formulation of strategies<br />
Innovation in the development of urban water services infrastructure<br />
<strong>Water</strong> conservation and water quality management, and its importance in the<br />
catchment context<br />
