air collisions, which found that 80 per cent <strong>of</strong> collisions occur <strong>in</strong> <strong>the</strong> circuit area, and<br />

two-thirds <strong>of</strong> <strong>the</strong>se happen on <strong>the</strong> base-f<strong>in</strong>al turn.<br />

Radio frequency (CTAF) congestion and <strong>in</strong>terference/shield<strong>in</strong>g problems<br />

There were not very many occurrences <strong>in</strong> which broadcast congestion on <strong>the</strong> CTAF<br />

(and formerly, on Mandatory Broadcast Zone (MBZ) frequencies) was cited. Some<br />

issues <strong>in</strong>volv<strong>in</strong>g an overlapp<strong>in</strong>g <strong>of</strong> broadcasts from two nearby <strong>aerodromes</strong> us<strong>in</strong>g <strong>the</strong><br />

same CTAF were raised <strong>in</strong> confidential reports to <strong>the</strong> ATSB (through <strong>the</strong> Confidential<br />

Report<strong>in</strong>g (REPCON) and Confidential Aviation Incident Report<strong>in</strong>g (CAIR)<br />

schemes), and from M<strong>in</strong>utes <strong>of</strong> Regional Airspace and Procedures Advisory<br />

Committee (RAPAC) meet<strong>in</strong>gs <strong>in</strong> different states.<br />

Terra<strong>in</strong> shield<strong>in</strong>g problems were generally not apparent from <strong>the</strong> occurrence data,<br />

with some evidence from REPCON and CAIR reports that <strong>the</strong>re may have been some<br />

terra<strong>in</strong> shield<strong>in</strong>g at Newcastle (RAAF Williamtown) Aerodrome (NSW) and <strong>in</strong> <strong>the</strong><br />

vic<strong>in</strong>ity <strong>of</strong> Cooma (NSW).<br />

In all <strong>in</strong>stances, pilots experienc<strong>in</strong>g radio frequency problems should ga<strong>the</strong>r as much<br />

<strong>in</strong>formation on <strong>the</strong> location, source, and nature <strong>of</strong> <strong>the</strong> <strong>in</strong>terference, and refer <strong>the</strong>se<br />

issues to Airservices Australia for fur<strong>the</strong>r <strong>in</strong>vestigation and resolution.<br />

10.1.2 F<strong>in</strong>d<strong>in</strong>gs from movements data<br />

As readers might expect, most occurrences related to airspace use and operations <strong>in</strong><br />

<strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> occurred at <strong>the</strong> busiest <strong>aerodromes</strong> where<br />

radio carriage was required. However, <strong>the</strong> actual number <strong>of</strong> occurrences between<br />

2003 and 2008 at each aerodrome was relatively small (<strong>the</strong> highest number <strong>of</strong><br />

occurrences recorded at any aerodrome was 26), and occurrences were distributed<br />

across many <strong>aerodromes</strong> and aircraft land<strong>in</strong>g areas (ALAs) (n = 231), all <strong>of</strong> vary<strong>in</strong>g<br />

sizes, locations, and activity level.<br />

A review <strong>of</strong> movement data and traffic mix at 20 <strong>of</strong> <strong>the</strong> busiest <strong>aerodromes</strong> found that<br />

Ball<strong>in</strong>a/Byron Gateway, Mount Gambier, and Kununurra are experienc<strong>in</strong>g a shift <strong>in</strong><br />

<strong>the</strong>ir passenger transport services from smaller to larger aircraft. Port Macquarie<br />

Aerodrome had more passenger transport movements over <strong>the</strong> period, and also a<br />

greater proportion <strong>of</strong> large jet transport aircraft operat<strong>in</strong>g <strong>the</strong>se services.<br />

A review <strong>of</strong> <strong>the</strong> occurrences at <strong>the</strong>se 20 <strong>aerodromes</strong> showed that Ball<strong>in</strong>a/Byron<br />

Gateway, Dubbo, Geraldton, Hervey Bay, Horn Island, Karratha, Orange, and Wagga<br />

Wagga had a disproportionate number <strong>of</strong> occurrences <strong>in</strong>volv<strong>in</strong>g passenger transport<br />

aircraft, relative to <strong>the</strong> proportion <strong>of</strong> all movements at those <strong>aerodromes</strong> that are<br />

passenger transport aircraft. However, it was not possible to tell how much <strong>of</strong> an<br />

<strong>in</strong>fluence <strong>the</strong> better report<strong>in</strong>g culture <strong>of</strong> passenger transport operators had on this<br />

f<strong>in</strong>d<strong>in</strong>g.<br />
