8 MOVEMENTS AT NON-TOWERED AERODROMES<br />
Australia’s population, while concentrated on <strong>the</strong> coastal fr<strong>in</strong>ge, is dispersed, and<br />
many regional population centres exist to support agricultural, m<strong>in</strong><strong>in</strong>g, and tourist<br />
<strong>in</strong>dustries. These centres act as transport hubs, with an <strong>in</strong>creas<strong>in</strong>g number be<strong>in</strong>g<br />
serviced by airl<strong>in</strong>es and o<strong>the</strong>r air transport operators. Many <strong>of</strong> <strong>the</strong>se <strong>aerodromes</strong> are<br />
located <strong>in</strong> uncontrolled airspace, and hence are <strong>non</strong>-<strong>towered</strong> (Airservices Australia,<br />
2008).<br />
While safety <strong>in</strong>cidents generally occur at <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> due to action,<br />
<strong>in</strong>formation, and decision errors by pilots, <strong>the</strong> traffic mix and density has <strong>the</strong> potential<br />
to <strong>in</strong>crease <strong>the</strong> risk <strong>of</strong> reduced safety marg<strong>in</strong>s between aircraft. This could be through:<br />
• a large variety <strong>of</strong> aircraft with higher and lower performance operat<strong>in</strong>g <strong>in</strong>to <strong>the</strong><br />
same aerodrome<br />
• a higher proportion <strong>of</strong> <strong>non</strong>-radio equipped recreational aircraft (such as ultralights<br />
and gliders) operat<strong>in</strong>g at <strong>the</strong> aerodrome<br />
• multiple active runways<br />
• a greater number <strong>of</strong> charter or regular public transport (RPT) flights be<strong>in</strong>g operated<br />
to/from <strong>the</strong> aerodrome<br />
• <strong>the</strong> presence <strong>of</strong> military aircraft, nearby areas where aerial agriculture work is<br />
conducted (such as seed<strong>in</strong>g, spray<strong>in</strong>g and dust<strong>in</strong>g), or a high volume <strong>of</strong> helicopter<br />
operations.<br />
Extensive educational material has been developed by <strong>the</strong> Civil Aviation <strong>Safety</strong><br />
Authority (CASA) to help pilots be aware <strong>of</strong> <strong>the</strong>se situations and operate <strong>the</strong>ir aircraft<br />
safely. The Civil Aviation Advisory Publications (CAAPs) that support <strong>the</strong> 3 June<br />
2010 changes to Civil Aviation Regulation (CAR) 166 have also been developed <strong>in</strong><br />
part to encourage pilots to look out for <strong>the</strong>se risks.<br />
The complexity <strong>of</strong> operations at <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> can vary depend<strong>in</strong>g on <strong>the</strong>ir<br />
use, and <strong>the</strong> <strong>in</strong>frastructure available to pilots - from s<strong>in</strong>gle-strip aircraft land<strong>in</strong>g areas<br />
(ALAs) to large multi-runway flight tra<strong>in</strong><strong>in</strong>g centres and regional airl<strong>in</strong>e hubs. Good<br />
examples <strong>of</strong> three such <strong>aerodromes</strong> are Jerilderie, Mangalore, and Mildura (Figure<br />
16).<br />
8.1 Major <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> <strong>in</strong> Australia<br />
The group <strong>of</strong> 20 <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> selected <strong>in</strong> Chapter 2 were analysed <strong>in</strong><br />
terms <strong>of</strong> <strong>the</strong> types <strong>of</strong> aircraft movements that occur at <strong>the</strong>se locations, and how this<br />
has changed between 2003 and 2008. Aerodromes which are partially <strong>towered</strong> (such<br />
as jo<strong>in</strong>t use airfields and those Class D <strong>aerodromes</strong> under General Aviation<br />
Aerodrome Procedures (GAAP) dur<strong>in</strong>g <strong>the</strong> study period) were excluded from this<br />
selection. Some o<strong>the</strong>r <strong>aerodromes</strong> which were not as well trafficked, but had a<br />
significant number <strong>of</strong> occurrences, were also <strong>in</strong>cluded.<br />
