A review <strong>of</strong> <strong>the</strong> M<strong>in</strong>utes <strong>of</strong> all RAPAC meet<strong>in</strong>gs nationwide <strong>in</strong> <strong>the</strong> 2009-2010<br />
f<strong>in</strong>ancial year has revealed frequency congestion or <strong>in</strong>terference concerns on <strong>the</strong> area<br />
and CTAFs at <strong>the</strong> follow<strong>in</strong>g <strong>aerodromes</strong>:<br />
• Bathurst Island (congestion with Port Keats, Jabiru, o<strong>the</strong>r Arnhem Land<br />
<strong>aerodromes</strong>)<br />
• C<strong>of</strong>fs Harbour (radio frequency <strong>in</strong>terference <strong>in</strong> circuit area - airborne aircraft only,<br />
not audible on ground)<br />
• Gold Coast (at Heck Field, congestion with Archerfield and o<strong>the</strong>r nearby<br />
<strong>aerodromes</strong>)<br />
• Lake Eyre (congestion with Leigh Creek, William Creek and Coober Pedy<br />
<strong>aerodromes</strong>)<br />
• Lilydale (congestion with Coldstream, Phillip Island, Geelong and Bendigo<br />
<strong>aerodromes</strong>)<br />
• Moorabb<strong>in</strong> (radio frequency <strong>in</strong>terference on approaches to runways 17L and 17R)<br />
• Narrandera (congestion with nearby <strong>aerodromes</strong>)<br />
• Narrom<strong>in</strong>e (congestion with Dubbo Aerodrome)<br />
• Portland (congestion with nearby <strong>aerodromes</strong>)<br />
• Roma (congestion with nearby <strong>aerodromes</strong>).<br />
Frequency changes/allocation <strong>of</strong> discrete frequencies have occurred or are <strong>in</strong>tended to<br />
occur at <strong>the</strong> follow<strong>in</strong>g <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong>:<br />
• Busselton (YBLN) (WA) – congestion with nearby <strong>aerodromes</strong><br />
• Nor<strong>the</strong>rn Pen<strong>in</strong>sula (YNPE) (Qld) – congestion with Horn Island Aerodrome<br />
• Port Macquarie (YPMQ) (NSW) – congestion with Kempsey and Taree<br />
<strong>aerodromes</strong>.<br />
Follow<strong>in</strong>g a formal review <strong>of</strong> a draft <strong>of</strong> this report <strong>in</strong> August 2010, CASA <strong>in</strong>dicated<br />
that Nor<strong>the</strong>rn Pen<strong>in</strong>sula and Horn Island Aerodromes are likely to return to a s<strong>in</strong>gle<br />
CTAF (due to <strong>the</strong> nature <strong>of</strong> <strong>in</strong>cidents experienced <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> those<br />
<strong>aerodromes</strong>), Kempsey Aerodrome is likely to be allocated a discrete CTAF, and that<br />
Port Macquarie and Taree Aerodromes will cont<strong>in</strong>ue to share <strong>the</strong> same frequency.<br />
9.1.3 Model aircraft and kite fly<strong>in</strong>g<br />
Three REPCON and CAIR reports were received <strong>in</strong>volv<strong>in</strong>g a conflict between an<br />
aircraft and a kite or model radio-controlled aircraft be<strong>in</strong>g flown (not as part <strong>of</strong> an<br />
organised event) at altitude <strong>in</strong> <strong>the</strong> circuit areas or f<strong>in</strong>al approach paths <strong>of</strong> Port<br />
Macquarie (NSW) and Moorabb<strong>in</strong> (Vic.) <strong>aerodromes</strong>.<br />
In addition, four reportable occurrences were identified <strong>in</strong> <strong>the</strong> ATSB database where<br />
kites and radio-controlled aircraft <strong>in</strong>terfered with aircraft near Benalla (Vic.), Sellicks<br />
Beach (SA), Jandakot (WA), and Wantirna (Vic.).<br />
If you see a kite or model aircraft fly<strong>in</strong>g <strong>in</strong> a location that might pose a safety risk to<br />
aircraft, you should contact CASA and <strong>the</strong> local government authority <strong>in</strong> <strong>the</strong> first<br />
<strong>in</strong>stance.<br />
