<strong>aerodromes</strong><br />

What airspace regulators are do<strong>in</strong>g<br />

The efficacy <strong>of</strong> airspace design, circuit and o<strong>the</strong>r <strong>non</strong>-<strong>towered</strong> aerodrome procedures,<br />

and <strong>the</strong> allocation and organisation <strong>of</strong> CTAFs at <strong>in</strong>dividual <strong>aerodromes</strong> is always<br />

be<strong>in</strong>g improved through a cont<strong>in</strong>uous review process undertaken by CASA. This is<br />

done through an extensive community consultation process (via surveillance, pilot<br />

safety workshops and RAPACs) as well as through systemised aeronautical studies <strong>of</strong><br />

<strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong>.<br />

On 3 June 2010, CASA made changes to procedures at <strong>non</strong>-<strong>towered</strong>, Class D, and<br />

General Aviation Aerodrome Procedures (GAAP) <strong>aerodromes</strong>. From this date, all<br />

aircraft operat<strong>in</strong>g <strong>in</strong>to all registered, certified military and o<strong>the</strong>r <strong>non</strong>-<strong>towered</strong><br />

<strong>aerodromes</strong> as specified by CASA 36 require a radio to be carried and used. Part <strong>of</strong> <strong>the</strong><br />

reason <strong>the</strong>se changes were <strong>in</strong>troduced by CASA was to address <strong>the</strong> types <strong>of</strong><br />

communication and separation-related occurrences raised <strong>in</strong> this report that have<br />

occurred frequently at <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong>.<br />

To this end, a significant education campaign has been undertaken by CASA through<br />

road shows and consultation with recreational aviation associations to <strong>in</strong>form pilots <strong>of</strong><br />

<strong>the</strong>ir responsibilities under CAR 166. Two important Civil Aviation Advisory<br />

Publications (CAAPs) have been released by CASA to support <strong>the</strong>se changes, and<br />

re<strong>in</strong>force safe fly<strong>in</strong>g practices <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong>. All pilots<br />

who use <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> should read <strong>the</strong> follow<strong>in</strong>g CAAPs:<br />

• CAAP 166-1(0) Operations <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>non</strong>-<strong>towered</strong> (<strong>non</strong>-controlled)<br />

<strong>aerodromes</strong>; and<br />

• CAAP 166-2(0) Pilots’ responsibility for collision avoidance <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>non</strong><strong>towered</strong><br />

(<strong>non</strong>-controlled) <strong>aerodromes</strong> us<strong>in</strong>g ‘see-and-avoid’.<br />

Both <strong>of</strong> <strong>the</strong>se CAAPs are available for download on <strong>the</strong> CASA website.<br />

What <strong>the</strong> ATSB is do<strong>in</strong>g<br />

The ATSB will cont<strong>in</strong>ue to review rout<strong>in</strong>ely reportable and immediately reportable<br />

matters related to <strong>non</strong>-<strong>towered</strong> aerodrome safety that are reported by pilots and<br />

operators under <strong>the</strong> requirements <strong>of</strong> <strong>the</strong> Transport <strong>Safety</strong> Investigation Act 2003.<br />

These <strong>in</strong>clude airproxes, air-to-ground and air-to-air communication problems, <strong>non</strong>compliance<br />

with published procedures, breakdowns <strong>of</strong> separation, runway <strong>in</strong>cursions,<br />

and air traffic control (ATC) procedural errors.<br />
