6.1 Occurrences <strong>in</strong>volv<strong>in</strong>g <strong>non</strong>-broadcasts<br />

As discussed <strong>in</strong> section 4.4, pilots operat<strong>in</strong>g at <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> are expected<br />

to make a series <strong>of</strong> standard broadcasts regard<strong>in</strong>g <strong>the</strong>ir position and <strong>in</strong>tentions. The<br />

aim <strong>of</strong> <strong>the</strong>se broadcasts is to improve situational awareness for all pilots operat<strong>in</strong>g <strong>in</strong><br />

<strong>the</strong> circuit, on approach, or transit<strong>in</strong>g <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>the</strong> aerodrome.<br />

A review <strong>of</strong> <strong>the</strong> 709 occurrences between 2003 and 2008 suggested slightly over 200<br />

cases where pilots fly<strong>in</strong>g with<strong>in</strong> 10 NM <strong>of</strong> a <strong>non</strong>-<strong>towered</strong> aerodrome may not have<br />

been broadcast<strong>in</strong>g or ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g a cont<strong>in</strong>uous watch <strong>of</strong> <strong>the</strong> CTAF. This <strong>in</strong>cluded<br />

<strong>in</strong>stances <strong>of</strong> not be<strong>in</strong>g tuned to <strong>the</strong> correct frequency, hav<strong>in</strong>g <strong>the</strong> radio volume turned<br />

down, faulty radio equipment, not mak<strong>in</strong>g broadcasts, or through o<strong>the</strong>r distractions.<br />

It was generally difficult to determ<strong>in</strong>e from <strong>the</strong> reported <strong>in</strong>formation exactly why a<br />

broadcast was not heard - because it was not made, because a pilot did not hear it due<br />

to distraction or radio <strong>in</strong>terference, because <strong>of</strong> a radio problem, or if it was for some<br />

o<strong>the</strong>r reason. Figure 9 gives an approximation <strong>of</strong> how frequently each <strong>of</strong> <strong>the</strong><br />

recommended broadcasts was not heard, based on a review <strong>of</strong> <strong>the</strong>se 200 or so<br />

occurrences. It also provides an <strong>in</strong>dication <strong>of</strong> situations where backtrack<strong>in</strong>g<br />

broadcasts (while not required) were not made, lead<strong>in</strong>g to a breakdown <strong>in</strong> situational<br />

awareness and reduced separation between two aircraft.<br />

The need for good airmanship and broadcast<strong>in</strong>g by pilots is central to safety <strong>in</strong> <strong>the</strong><br />

<strong>non</strong>-<strong>towered</strong> aerodrome environment, and will cont<strong>in</strong>ue to be follow<strong>in</strong>g <strong>the</strong> 3 June<br />

2010 changes. This section discusses each phase <strong>of</strong> a flight where it is good practice<br />

to make broadcasts, and <strong>the</strong> prevalence <strong>of</strong> <strong>non</strong>-broadcast<strong>in</strong>g by aircraft at each which<br />

led to an occurrence (sometimes caus<strong>in</strong>g a conflict).<br />

Departure - before taxi<strong>in</strong>g / enter<strong>in</strong>g <strong>the</strong> runway<br />

Taxi<strong>in</strong>g and stand<strong>in</strong>g aircraft were <strong>in</strong>volved <strong>in</strong> 106 occurrences at <strong>non</strong>-<strong>towered</strong><br />

<strong>aerodromes</strong> between 2003 and 2008. Thirteen <strong>of</strong> <strong>the</strong>se occurred at <strong>the</strong> start <strong>of</strong> <strong>the</strong> taxi.<br />

Twelve occurrences <strong>in</strong>volved an aircraft depart<strong>in</strong>g an aerodrome without mak<strong>in</strong>g any<br />

taxi<strong>in</strong>g broadcasts. In one occurrence, <strong>the</strong> aircraft made <strong>the</strong> correct broadcasts, but on<br />

<strong>the</strong> wrong frequency.<br />

Aircraft enter<strong>in</strong>g an active runway without <strong>the</strong> pilot stat<strong>in</strong>g <strong>the</strong>ir <strong>in</strong>tentions on <strong>the</strong><br />

CTAF were <strong>in</strong>volved <strong>in</strong> 23 <strong>in</strong>cidents.<br />
