Some types <strong>of</strong> occurrences <strong>in</strong> uncontrolled airspace were excluded from this study,<br />
even if <strong>the</strong>y were related to airspace use. Major areas outside <strong>the</strong> scope <strong>of</strong> this report<br />
were:<br />
• mechanical issues with aircraft while <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> a <strong>non</strong>-<strong>towered</strong> aerodrome,<br />
unless <strong>the</strong>y led to an airprox, loss <strong>of</strong> separation assurance, or ano<strong>the</strong>r type <strong>of</strong><br />
airspace-related occurrence<br />
• violations <strong>of</strong> controlled airspace, and occurrences on <strong>the</strong> boundaries <strong>of</strong> Class D<br />
(known as General Aviation Aerodrome Procedures (GAAP) dur<strong>in</strong>g <strong>the</strong> period <strong>of</strong><br />
study) areas, or at <strong>the</strong> report<strong>in</strong>g po<strong>in</strong>ts <strong>of</strong> GAAP/Class D <strong>aerodromes</strong> (such as 2RN<br />
at Bankstown)<br />
• breakdowns <strong>of</strong> co-ord<strong>in</strong>ation between ATC services when hand<strong>in</strong>g over<br />
responsibility for aircraft conduct<strong>in</strong>g IFR operations between Flight Information<br />
Regions (FIRs)<br />
• CENSAR search and rescue related issues (such as ma<strong>in</strong>tenance <strong>of</strong>, or failure to<br />
cancel SARTIME)<br />
• ATC service errors (such as a failure to pass traffic <strong>in</strong>formation) where no aircraft<br />
were affected by <strong>the</strong> error, or it was unlikely that <strong>the</strong>re was any potential for a<br />
conflict between two aircraft due to <strong>the</strong> error<br />
• approaches to <strong>towered</strong> <strong>aerodromes</strong> where an aircraft descended beneath <strong>the</strong><br />
approach path <strong>in</strong>to uncontrolled Class G airspace<br />
• conflicts with kites and model radio-controlled aircraft (this is discussed fur<strong>the</strong>r <strong>in</strong><br />
Chapter 9 <strong>in</strong> an analysis <strong>of</strong> voluntarily report<strong>in</strong>g to <strong>the</strong> ATSB through <strong>the</strong><br />
REPCON and CAIR schemes).<br />
