Occurrences relative to flight services provided<br />
A limited analysis was performed on occurrence rates at <strong>aerodromes</strong> provid<strong>in</strong>g a<br />
ground-based <strong>in</strong>formation service to pilots operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity <strong>of</strong> <strong>non</strong>-<strong>towered</strong><br />
<strong>aerodromes</strong>.<br />
The two <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> provid<strong>in</strong>g a certified air/ground radio service<br />
(CA/GRS) between 2003 and 2008, Ayers Rock and Broome Aerodromes, had 33<br />
occurrences related to airspace use and operations, and an estimated 1.1 occurrences<br />
per 10,000 movements 21 .<br />
Five <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> provided a universal communications (UNICOM)<br />
service throughout some parts <strong>of</strong> <strong>the</strong> report<strong>in</strong>g period. At <strong>the</strong>se <strong>aerodromes</strong> for <strong>the</strong><br />
periods where <strong>the</strong> UNICOM trial was operat<strong>in</strong>g, <strong>the</strong>re were a total <strong>of</strong> 25 occurrences<br />
related to airspace use and operation, and an estimated 3.3 occurrences per 10,000<br />
movements 22 . There were no reports <strong>of</strong> airproxes or near misses dur<strong>in</strong>g <strong>the</strong> hours <strong>of</strong><br />
<strong>the</strong> trials at <strong>the</strong>se five <strong>aerodromes</strong> reported through Electronic <strong>Safety</strong> Incident Reports<br />
(ESIRs) to Airservices Australia (Airservices Australia, 2010a).<br />
These figures should be treated with caution, given <strong>the</strong> small numbers <strong>of</strong> occurrences<br />
<strong>in</strong>volved. The role <strong>of</strong> UNICOM and CA/GRS <strong>in</strong> improv<strong>in</strong>g safety is discussed fur<strong>the</strong>r<br />
<strong>in</strong> section 6.3.2.<br />
Fur<strong>the</strong>rmore, at all <strong>of</strong> <strong>the</strong> 20 <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> selected <strong>in</strong> <strong>the</strong> movements<br />
analysis group for <strong>the</strong> entire 2003 to 2008 period, <strong>the</strong>re were 224 occurrences related<br />
to airspace use and operations, with an estimated 1.1 occurrences per 10,000<br />
movements. This group <strong>in</strong>cludes both Broome Aerodrome (which had a CA/GRS)<br />
and three <strong>of</strong> <strong>the</strong> five UNICOM trial <strong>aerodromes</strong> (Port Macquarie, Dubbo and Wagga<br />
Wagga).<br />
It was not possible to determ<strong>in</strong>e occurrence rates at all <strong>aerodromes</strong> where radio<br />
carriage was required between 2003 and 2008 (Mandatory Broadcast Zone (MBZ)<br />
and CTAF(R)–designated <strong>aerodromes</strong>) due to <strong>in</strong>complete or unreliable movements<br />
<strong>in</strong>formation.<br />
