A factor <strong>in</strong> <strong>the</strong> frequency <strong>of</strong> occurrences at some <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> may be<br />
changes <strong>in</strong> <strong>the</strong> typical aircraft mix operat<strong>in</strong>g at those <strong>aerodromes</strong>. Industry concerns<br />
regard<strong>in</strong>g <strong>the</strong> aircraft mix at <strong>non</strong>-<strong>towered</strong> <strong>aerodromes</strong> are not new. In 1993, <strong>the</strong><br />
former Bureau <strong>of</strong> Air <strong>Safety</strong> Investigation (BASI) 6 received reports that airl<strong>in</strong>e pilots<br />
had considerable concerns over <strong>the</strong> safety <strong>of</strong> RPT operations <strong>in</strong> Mandatory Traffic<br />
Advisory Frequency (MTAF) areas, which were <strong>the</strong> predecessors <strong>of</strong> today’s <strong>non</strong><strong>towered</strong><br />
aerodrome procedures (BASI 1993).<br />

1.1.4 Changes to <strong>the</strong> <strong>Australian</strong> airspace environment<br />
<strong>Australian</strong> airspace underwent significant reform between 2002 and <strong>the</strong> end <strong>of</strong> 2005.<br />
Known as <strong>the</strong> National Airspace System (NAS), <strong>the</strong> reforms occurred as a phased<br />
approach, with Stage 1 implemented <strong>in</strong> November 2002, and Stages 1A, 2A, 2B and<br />
2C implemented <strong>in</strong> March 2003, July 2003, November 2003, and November 2005<br />
respectively. The purpose <strong>of</strong> <strong>the</strong> NAS has been to simplify <strong>the</strong> <strong>Australian</strong> airspace<br />
system, while <strong>in</strong>creas<strong>in</strong>g safety, efficiency and operational flexibility for users.<br />

Investigation Unit to form <strong>the</strong> ATSB. The ATSB is Australia’s national <strong>in</strong>dependent aviation, rail,<br />
and mar<strong>in</strong>e <strong>in</strong>vestigation agency.<br />
